Assignment: To Capacity Building on LUIS (Land Use Information System) Back-End Administration, System Maintenance Support, and Practical Integration of Existing APIs (Application Programming Interface)

Scope of Work:

The consultancy aims to strengthen the technical capacity of local staff and improve the sustainability of the Land Use Information System (LUIS). The consultant will provide hands-on technical support and deliver targeted training on back-end administration, routine system maintenance, bug identification and resolution, and the practical use of existing APIs.

The consultant is expected to work closely with relevant government counterparts and project staff to ensure that knowledge is transferred effectively and that systems are optimized for ongoing use.

Main Tasks:

1. Assess Training and Technical Support Needs
   Consult with project staff and system administrators to understand current technical capacity and identify gaps in knowledge.

2. Conduct Training on Back-End Administration
   Deliver practical, hands-on sessions on server/database management, user access, monitoring tools, and system optimization for LUIS and LLREG platforms.

3. Support System Maintenance Activities
   Develop and guide staff through simple routines for system health checks, data backups, and preventive maintenance tasks.

4. Establish and Implement a Bug Reporting and Fixing Process
   Create user-friendly tools for reporting bugs and advise on realistic procedures for logging, prioritizing, and resolving technical issues.

5. Provide Guidance on Emergency System Support
   Assist in setting up emergency response procedures for system failures, including quick diagnostics and action plans.

6. Train Staff on API Usage and Integration
   Provide a clear explanation of how the LUIS and LLREG APIs work, including live demonstrations of integration with other systems or tools.

7. Deliver Documentation and Recommendations
   Prepare a summary of all training, tools, and procedures provided, along with practical recommendations for future improvements.
