Background

Plan International Laos is recruiting a Technical Vocational Training Officer (short-term service contract) to support the Connecting Young Laotians with Decent Job Opportunities Project under the Lao SOYEE Programme.

The project equips young women and men (18–24 years old, at least 50% female or other gender identities) with technical, soft, and entrepreneurial skills for productive and decent employment. The Officer will play a vital role in co-developing vocational curricula, delivering Food & Beverage training, and linking youth with employment opportunities.


Scope of Work

Representation & Activity Implementation

  • Collaborate with the vocational training institute to co-develop/update Food & Beverage curricula.

  • Deliver practical, competency-based training (classroom + hands-on demonstrations).

  • Support youth through tailored guidance, mentoring, and soft skills training (teamwork, communication, inclusivity, workplace ethics).

  • Strengthen capacity of institute trainers via mentorship and co-delivery.

  • Engage with disadvantaged youth, especially women, to build confidence and employability.

Planning & Coordination

  • Serve as focal point between the project, the vocational institute, and employers.

  • Collaborate with Starbucks and industry partners to align training with market needs.

  • Coordinate internships, apprenticeships, and job placements.

  • Build partnerships with government, private sector, and community stakeholders.

  • Coordinate logistics, procurement, and payments with HR and finance teams.

Administration & Finance

  • Support workshops, meetings, and missions (admin, finance, documentation).

  • Manage correspondence with government focal points.

  • Prepare financial documents: budgets, requisitions, cash forecasts, etc.

Monitoring, Evaluation & Reporting

  • Track attendance, completion rates, skills acquisition, and job placements.

  • Collect feedback from trainees, trainers, and employers to improve programs.

  • Contribute to project progress reports.


Qualifications & Experience

Education

  • Bachelor’s degree in Education, Vocational Training, Hospitality Management, Business Administration, or related field.

Experience

  • At least 3 years’ experience in vocational/technical training (preferably in hospitality/service).

  • Experience working on youth employment or skills development projects.

  • Strong experience in partnership building with private sector, training institutes, INGOs.

Skills

  • Strong facilitation, training, and coaching skills.

  • Technical expertise in beverage preparation, food handling, hygiene, and customer service.

  • Excellent interpersonal and mentoring abilities.

  • Proficiency in MS Office.

  • Ability to promote gender equality and inclusive learning.

  • English language proficiency; Lao language required.


Reporting & Collaboration

  • Reports to: Project Manager

  • Internal Collaboration: Finance, HR, Procurement, Communications, Supply Chain, Programme Director

  • External Collaboration: Lao-Korea Institute for Skills Development, CSO partners, Government, Private Sector


Terms & Benefits

  • Salary: Monthly (based on agreement, 20 working days/month)

  • Travel Allowance: Per diem, accommodation, and transport (per policy)

  • Insurance: Health insurance (Plan 3)

  • Leave: Sick leave (max 3 days), public holidays, time-in-lieu (upon agreement)

  • Contract Type: Professional Service Contract
