The role 

We are currently looking for Senior Communications Coordinator based in Vientiane Capital.

Role Purpose                    

Save the Children is seeking a Senior Communications Coordinator for the recently approved Green Climate Fund (GCF) project, Strengthening Climate Resilience of the Lao People’s Democratic Republic (PDR) Health System funded by Green Climate Fund’s (GCF) worth USD $28.2m which will support the Government of Lao PDR over five years to advance progress on its national climate change and health priorities and commitments by increasing the climate resilience of the health system and strengthening community capacity to manage the current and anticipated health impacts of climate change. The project will strengthen leadership and governance within the health system, so it is climate resilient and strengthen health system capacity in 25 climate-vulnerable rural districts to better manage climate-related disease burdens, including by engaging 100 health facilities in those districts to better prepare for the health impacts of climate change. Through risk communication and community engagement approaches, the project will enable 250 communities to better respond to early warnings, manage and mitigate climate-related risks to health, and seek appropriate care.

The Senior Communications Coordinator will play a key role in developing and executing communication and advocacy strategies that highlight the impact of the project. The position will be responsible for promoting the project’s objectives, managing external communications, advocacy initiatives, coordinating media activities, and ensuring visibility of the project at national and international levels.

The Senior Communications Coordinator ensures that the campaign and advocacy engagement is aligned with the SCI Campaigning and Advocacy policy and meets required timeframes, budgets, objectives, quality measures and ensure gender equality, disability and social inclusion (GEDSI) as key considerations.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY

Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

 

Key responsibilities:

Strategic Communications & Positioning

  • Develop and implement a comprehensive strategic communications plan aligned with the GCF project objectives, focusing on climate change and health system resilience, early warning systems, and community-based adaptation in Lao PDR, and consistent with the Country Office Advocacy, Campaigns and Communications Strategy.
  • Position Save the Children as a leading voice on climate and health resilience in Lao PDR by shaping strategic narratives, highlighting evidence, and amplifying project impact nationally and internationally.
  • Translate complex technical information related to climate change, health systems, and resilience into clear, compelling messages for diverse audiences including communities, government stakeholders, donors, and the media.

 

Content Development & Storytelling

  • Develop high-quality communication materials including press releases, success stories, case studies, newsletters, knowledge products, videos, and social media content showcasing the project’s results and impact.
  • Ensure all communication outputs comply with GCF visibility requirements and Save the Children branding and communications guidelines.
  • Lead documentation of lessons learned, innovations, and best practices emerging from project implementation.

 

Media Relations & Public Engagement

  • Build and maintain strong relationships with national and local media to promote positive coverage of climate-health initiatives.
  • Proactively pitch stories, coordinate interviews, and respond to media inquiries.
  • Support strategic campaigns and public awareness initiatives related to climate change, health resilience, and community preparedness.

Risk Communication & Community Engagement

  • Coordinate risk communication and community engagement activities to ensure communities receive accessible and culturally appropriate information on climate-related health risks, disaster preparedness, and early warning systems.
  • Ensure communication activities are gender-responsive and inclusive, integrating Gender Equality, Disability, and Social Inclusion (GEDSI) considerations across messaging and outreach.
  • Ensure all communication activities adhere to Do No Harm principles, avoiding messages or imagery that may stigmatize individuals, communities, or vulnerable groups.
  • Protect the dignity, privacy, and safety of beneficiaries-especially children-by following SCI child safeguarding protocols, informed consent procedures and ethical storytelling.
  • Coordinate with technical teams and safeguarding focal points to review sensitive content before publication.

 

Stakeholder & Government Engagement

  • Ensure all public communication materials are reviewed and approved by relevant government authorities where required.
  • Build and maintain strong relationships with government counterparts, development partners, civil society organisations, and community leaders to strengthen collaboration and information sharing.

Knowledge Management & Evidence Dissemination

  • Support the production and dissemination of research findings, technical reports, and policy briefs to strengthen visibility of project evidence and learning.
  • Coordinate documentation of project achievements and contribute to knowledge sharing at national, regional, and global platforms.

Campaign Monitoring & Impact Measurement

  • Monitor and evaluate the effectiveness of communication and campaign activities using data and analytics.
  • Regularly report on communication performance indicators, public engagement metrics, and media reach.

 

Capacity Building & Internal Communication

  • Provide guidance and training to project staff and partners to ensure consistent messaging and adherence to communication standards.
  • Support internal communication and knowledge sharing across project teams and the Country Office.

Leadership & Coordination

  • Manage communication consultants, contractors, and vendors to ensure delivery of high-quality communication products.
  • Coordinate with technical teams, program staff, and partners to ensure communication outputs accurately reflect project activities and impact

Other Assigned Duties

  • Participate in other Save the Children or project activities as required.
  • Significant travel to project sites may be required.
  • Out-of-hours work (including evenings, weekends and public holidays) may occasionally be required during peak communication periods or major events.

QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in marketing or communications; or extensive experience and management expertise within the marketing and communications field.
  • Strong analytical, reporting, and MEAL skills.
  • Good Lao and English communication skills.
  • Ability to travel frequently to field areas.
  • Computer skills: MS Office/Teams; familiarity with design software (Canva or Adobe Suite) is an advantage.

EXPERIENCE AND SKILLS

Essential

  • Demonstrated experience in developing and implementing strategic communication and advocacy campaigns that achieve measurable outcomes and influence public awareness or policy discussions.
  • Proven experience delivering the communications components of large development or donor-funded projects, including identifying stakeholders, mapping audiences, and implementing engagement activities to keep them informed.
  • Strong understanding of community engagement and participatory communication approaches, and the ability to design and implement community engagement strategies that are inclusive and culturally appropriate.
  • Knowledge of project management principles, including setting objectives, identifying target audiences, planning activities and resources, developing monitoring systems, and managing communication budgets.
  • Experience translating technical or complex information (e.g., climate change, health systems, development programs) into clear and compelling messages for diverse audiences.
  • Sound interpersonal and communication skills, including the ability to solve problems in dynamic work environments, negotiate with stakeholders, provide strategic advice, and liaise effectively with government agencies, partners, and communities.
  • Demonstrated success working in not-for-profit organizations, development programs, public health, or community engagement initiatives.
  • Experience managing communication and community engagement initiatives including social research, stakeholder consultations, issues management, and advisory groups.
  • Strong writing, storytelling, and editing skills with the ability to produce high-quality communication products such as press releases, reports, case studies, newsletters, and digital content.
  • Experience engaging with media outlets and managing media relations, including pitching stories and responding to inquiries.
  • Excellent oral and written communication skills with high proficiency in English (knowledge of Lao language is an advantage).
  • Excellent computer literacy including Microsoft Office, Adobe design tool sand Google Workspace, and the ability to quickly adapt to digital communication platforms and social media tools.
  • Ability to analyze communication performance using basic monitoring tools and digital analytics to measure outreach and engagement.

 

Contract length: Fixed term (1 year with the possibility of extension)
