WCS is looking for a “Consultancy for a Law Enforcement Training, WCS Savannakhet Program” to join our team.

• Background:

The Wildlife Conservation Society (WCS) is a US nonprofit, tax-exempt, private organization established in 1895 that saves wildlife and wild places by understanding critical issues, crafting science-based solutions, and taking conservation actions that benefit nature and humanity. The Wildlife Conservation Society (WCS) is a US-based, nonprofit global conservation organization that saves wildlife and wild places worldwide through science, conservation action, education and inspiring people to value nature.

The WCS Lao PDR program was established in 1993 and has successfully implemented projects with the Lao Government especially the Ministry of Agriculture and Forestry, Ministry of Natural Resources and Environment and Local government agencies with more than 30 projects supported by more than 30 donors. WCS core supports are to improve the management of biodiversity by enhancing technical capacity for government officials and local partners, improving the management of wild places by involving communities in protected areas management including wetlands, and improving responses to wildlife trafficking and wildlife health.

• Context

The WCS Savannakhet Program has started working on protected area management in Laving Lavern NPA. The Laving Lavern National Protected Area lies at the southern end of the Northern Annamites, along Savannakhet Province’s border with Vietnam. To the north it borders Khoun Xe Nong Ma, and natural forest habitat extends further northwards along the Annamite Mountains through Vietnam and Laos, up to Xieng Khouang Province. Threats to the NPA include agriculture, mining and energy concessions, but the most pressing threats to the Total Protection Zone (Core Zone) are poaching and logging. Patrol teams are only now being established with 10 CUZ (Controlled Use Zone) patrol teams that patrol within their village boundaries, and 4 teams focussing on the TPZ (Total Protection Zone or Core Area). The TPZ teams consist of community rangers (3-4 per team) and at least one Law Enforcement officer (from Police, Military or Forestry Inspection Unit).

WCS is looking for a consulting firm/individual to help us develop a Law Enforcement Strategy for Laving Lavern and train our staff, government partners and community team leaders so that they will be able to implement the new strategy.

• Objectives:

The main purposes of the training are:

Assist the WCS Savannakhet Program and government stakeholders in developing a patrol strategy that will enable effective threat-reduction at site level.

Train WCS/government/community in the planning and implementation of patrols, in line with the overall patrol strategy.

🔍 Key deliverables and timeline

The training period is expected to be around two weeks (one week for each component) in the second half of May 2026. A briefing meeting with WCS will be arranged at the commencement of the assignment to clarify the scope of the assignment

• Deliverable: Deliverable 1: Training plan completed with full details on arrangements made with WCS Savannakhet Program, training content, and full agenda

• Type: Training Plan

• Estimated Submission Date: May 10, 2026 (prior to training which is expected to start around 17 May)

• Deliverable: Training Law Enforcement Strategy with WCS and Government agencies and Training Laving Lavern Teams in implementing LE Strategy

• Type: Draft Laving Lavern Law Enforcement Strategy and other related training outputs

• Estimated Submission Date: May 29, 2026

3.

• Deliverable: Deliverable 3: Final Law Enforcement Strategy

• Type: Laving Lavern Law Enforcement Strategy document

• Estimated Submission Date: June 15, 2026

🎓 Qualifications:

• The consultant must conform to the following qualifications:

• Strong law enforcement background, especially in Southeast Asia;

• Proven experience in conducting law enforcement trainings;

• Understanding of the law enforcement context in Lao PDR including the legislative frameworks;

• Fluency in English;

• Excellent interpersonal and teacher-trainer skills
