World Vision International – Laos is a child-focused international NGO operating in Lao PDR since 1968. The organization works in health and nutrition, education, climate change adaptation, livelihoods, and water and sanitation. It focuses especially on rural and ethnic minority communities.

Project Overview

The Building Resilience and Reducing Rural Poverty Project (BRRRP) is a joint effort between the Lao PDR government and the Asian Development Bank. It seeks to address rural poverty and climate vulnerability through conditional cash transfers, livelihood development, and social protection systems. The project includes a climate-resilient, gender-responsive poverty graduation program for 4500 rural women in four provinces.

Role Overview

The Climate Change Specialist will ensure the poverty graduation program integrates climate and disaster risk screening and incorporates appropriate adaptation strategies. The consultant will provide technical guidance and localized climate risk insights to align activities with resilience-building goals.

Key Responsibilities

• Lead climate risk assessments at the district level, identifying major current and future hazards and livelihood vulnerabilities

• Guide the market assessment to account for climate-related risks for each livelihood option

• Ensure climate and disaster risk considerations are embedded in program design, training modules, and interventions

• Provide localized recommendations and capture lessons learned for future scale-up

Required Qualifications

• Advanced degree in climate science, disaster risk management, rural development, or related fields

• Minimum 8 years’ experience in climate change, environmental science, or adaptation programming

• Strong expertise in climate risk analysis and developing adaptation strategies in rural livelihood contexts

• Experience working in Lao PDR is essential
