Position Description
The Programme Monitoring and Evaluation (PME) Coordinator is responsible for coordinating and implementing the M&E activities of all programmes in Laos. The coordinator will work closely with the programme teams to ensure that data is collected, analysed, and used to inform programme design and implementation. The role will involve strengthening the M&E systems, building the capacity of staff and partners in M&E, and ensuring that M&E findings are effectively communicated to stakeholders.
Main Responsibilities

Design and implement PME systems:

Lead the development and implementation of a comprehensive PME framework and system for all programmes in Laos.

Ensure that the PME system is aligned with the organisation’s overall strategy and meets the reporting requirements of donors.

Develop and refine data collection tools:

Design and test data collection tools (e.g., surveys, questionnaires, interview guides) for both quantitative and qualitative data.

Ensure that tools are appropriate for the local context and are user-friendly for programme staff and partners.

Train and support programme staff and partners:

Provide training and ongoing support to programme staff and partners on M&E concepts, data collection methods, and the use of M&E tools.

Build the capacity of the team to collect, analyse, and use data for decision-making.

Coordinate and oversee data collection activities:

Plan and coordinate all M&E-related data collection activities, including baseline surveys, mid-term reviews, and end-line evaluations.

Ensure the quality and accuracy of data collected by conducting regular data quality assessments.

Data analysis and reporting:

Analyse quantitative and qualitative data to assess programme performance and impact.

Prepare and disseminate regular M&E reports for internal and external stakeholders, including progress reports, evaluation reports, and case studies.

Present M&E findings in a clear and accessible format.

Learning and accountability:

Facilitate learning events and workshops to share M&E findings and promote a culture of learning and reflection within the team.

Ensure that M&E findings are used to inform programme adjustments and future programme design.

Required Qualifications
-
Bachelor’s or Master’s degree in a relevant field such as Social Sciences, Development Studies, Statistics, or a related discipline.

At least 3-5 years of professional experience in monitoring and evaluation, preferably within the non-profit sector.

Proven experience in designing and implementing M&E systems and frameworks.

Strong knowledge of both quantitative and qualitative data collection and analysis methods.

Proficiency in using statistical software (e.g., SPSS, Stata) and data visualisation tools.

Excellent analytical and report writing skills.

Fluency in written and spoken English and Lao is essential.

Excellent computer skills, including proficiency in MS Office (Word, Excel, PowerPoint).

Strong interpersonal and communication skills, with the ability to work effectively in a multicultural team.

Willingness to travel frequently to project sites in rural areas.
