JSI works extensively with the Lao PDR Ministry of Health and public healthcare providers to expand access to life-saving health services. We are committed to improving population health through innovative approaches in maternal and child health, nutrition, strategic information, and supply chain management.

The LMCHN Project is a five-year US-funded program aiming to strengthen maternal, child health, and nutrition outcomes by building on previous US and Government of Laos investments.


Job Summary

The Provincial Program Manager (PPM) will serve as the project’s representative at the provincial level, providing overall direction for both technical and operational activities. The PPM will guide the provincial technical team, ensure the use of evidence-based interventions, oversee administrative and financial reporting, and strengthen partnerships with the Provincial Health Department and other stakeholders.

This position requires frequent travel (at least 30 percent of working time) within the province to oversee project activities.


Key Responsibilities

Program Implementation, Monitoring and Reporting

  • Lead and manage the provincial project team to ensure quality implementation of activities per approved work plans.

  • Identify, document, and disseminate best practices in MCHN.

  • Integrate new knowledge into program activities and share with staff and partners.

  • Monitor and build staff capacity for quality implementation.

  • Ensure compliance with JSI’s Standard Operating Procedures.

  • Oversee technical activities, reporting to local authorities and partners as required.

  • Support technical interventions including: maternal and newborn health training at the provincial hospital, maternal and perinatal death reviews, clinical supportive supervision, immunization microplanning, and supervision of district and health center staff.

Representation and Networking

  • Establish and maintain strong working relationships with provincial and district health authorities and partner organizations.

  • Represent JSI and the LMCHN project with stakeholders at the provincial level.

Budget and Financial Oversight

  • Oversee provincial-level technical and financial reporting.

  • Approve staff and partner budget advances in line with delegation authority.

  • Review quarterly provincial budget forecasts.

Personnel Management

  • Recruit, supervise, and support provincial staff in coordination with HR and the Deputy Chief of Party.

  • Provide performance monitoring and feedback in line with JSI policies.

  • Supervise the Provincial Finance and Operations Manager, Child Health and Maternal Health Officers, and M&E Officer.

  • Lead provincial annual work planning and budgeting.

  • Ensure child safeguarding principles are applied in daily duties and interactions.


Qualifications

  • Bachelor’s degree in public health, primary health care, or a related field.

  • Minimum of five years of managing MCHN projects, preferably at the provincial level, with experience working with Provincial and District Health Offices.

  • Strong project and financial management experience.

  • Excellent organizational and leadership skills.

  • Proficiency in Microsoft Word, Excel, and Access.

  • Strong English communication and interpersonal skills.
