  • Improving nutrition for children aged 0–5

  • Enhancing literacy for primary school children

Purpose of the Role
The Community Development Facilitator (CDF) plays a key role in implementing World Vision’s Technical Programmes (TPs) at the community level. The role focuses on community mobilisation, capacity-building, and facilitating sustainable development that improves the well-being of children, families, and communities.

Key Responsibilities

Technical Programme Implementation

  • Support area programme planning aligned with community priorities

  • Implement TP activities according to design, budget, and timeframe

  • Identify and include the most vulnerable children in project activities

  • Lead reflection and learning sessions for continuous programme improvement

Community Mobilisation and Capacity-Building

  • Facilitate community mobilisation and engagement for child well-being

  • Build capacity of community partners, groups, and volunteers

  • Support establishment of safe spaces and child clubs

  • Guide community partners in visioning, planning, and implementing local development initiatives

Monitoring, Evaluation, and Reporting

  • Collect and report monitoring data in collaboration with partners

  • Document and share lessons learned, success stories, and evidence of impact

  • Support local partners to use monitoring tools effectively

  • Participate in planning and reporting processes with technical staff

Networking and Advocacy

  • Represent World Vision Lao PDR at district-level technical networks

  • Support community representatives in district/provincial meetings

  • Advocate for integration of project activities into local government plans

  • Build collaborative relationships with stakeholders and partners

Teamwork and Learning

  • Contribute to project design, assessment, monitoring, and reporting

  • Participate in technical training and apply new knowledge

  • Support team learning, reflection, and continuous improvement

Qualifications and Experience

  • Bachelor’s degree in Community and Rural Development, Social Development Studies, or related technical fields (health, agriculture, education)

  • 2–3 years of experience in community mobilisation and project implementation (new graduates of AP ethnicity are also encouraged to apply)

  • Experience in health, nutrition, education, WASH, child protection, advocacy, and behaviour change communication

  • Skills in facilitation, coaching, mentoring, and partnership-building

  • Strong interpersonal, advocacy, and negotiation skills

  • Competency in written English; knowledge of AP local language is an advantage

  • Proficient in MS Office (Word, PowerPoint, Excel)

Work Environment

  • Based in an Area Programme office with frequent travel to target villages

  • Riding a motorbike is required; valid license essential

  • Willingness to stay overnight in programme areas

  • Flexibility to work evenings and weekends when needed
