Project Background
The UNDP/GEF “Financing Agrochemical Reduction and Management in Lao PDR” project, implemented by the Department of Agriculture (DOA), Ministry of Agriculture and Forestry with UNDP support, aims to:

Reduce harmful agrochemical use by promoting sustainable crop management.
-
Improve access to low/non-chemical pest control alternatives.
-
Enhance financing for environmentally sound pesticide and waste management.
The project will generate significant Global Environmental Benefits including reduction of POPs, HHP pesticides, GHG emissions, and pesticide/plastic waste, benefitting approximately 6.9 million inhabitants.
Pilot sites include:

Kham (maize), Xiengkhouang Province

Viengphoukha (watermelon), Luang Namtha Province

Houn (maize) and Xay (beans/vegetables), Oudomxay Province

Hadsayphong (vegetables), Vientiane Capital
Objective
The consultancy firm will:
-
Conduct baseline research and laboratory analysis in the 5 pilot sites.
-
Apply participatory research and action methodologies with farmers and communities.
-
Design and implement structured monitoring and evaluation frameworks.
-
Provide training, capacity building, and technical guidance to stakeholders.
Expected outputs include:

Inception report with work plan and methodology.
-
Baseline assessment report including lab results, practices, and perceptions.
-
Participatory action plans for each pilot site.
-
Training and capacity-building reports.
-
Final consultancy report with results, recommendations, and sustainability guidance.
Scope of Work

Stakeholder Engagement
-
Facilitate consultations and agreements with government, financial institutions, universities, vocational schools, agricultural groups, and communities.

Ensure active stakeholder participation throughout the project.

Baseline Research
-
Conduct surveys and lab testing of soil, water, and crops.
-
Assess agricultural practices, pesticide use, and plastic waste management.
-
Map illegal pesticide trade routes and farmer perceptions.
-

Participatory Research and Action Plans
-
Deliver training programs on IPM, organic farming, pesticide risk management, precision agriculture, etc.
-
Facilitate participatory diagnostics and action plan development.
-
Implement farmer-led innovations and improve waste management practices.
-
Strengthen community networks and dissemination activities.
-

Monitoring, Assessment, and Dissemination
-
Design and implement monitoring frameworks with defined indicators.
-
Compile and disseminate lessons learned, recommendations, and progress reports.
-
Share findings via stakeholder forums, virtual platforms, and social media.
