Project: Women’s Economic Empowerment in Lao PDR (EMPOWER)

Scope of Work

GIZ is looking for a qualified consulting company to design and implement a Transformative Leadership Coaching Programme under the Women’s Economic Empowerment in Lao PDR (EMPOWER) Project. The programme aims to strengthen the leadership capacities of approximately 25-30 participants from central, northern, and southern Lao PDR, with a focus on strengthening the leadership competencies, decision-making, strategic thinking and practical leadership capabilities of women officials from the Ministry of Industry and Commerce and relevant agencies enabling them to apply improved leadership practices in their workplaces and institutions.

In particular, the assignment involves:

• Designing and delivering a tailored 2–3-day leadership development training for all participants.
• Providing structured group coaching to support participants in applying their leadership competencies in their professional contexts.
• Integrating gender-responsive leadership, women’s representation, and participation in decision-making into the training and coaching programme.
• Conducting in-person coaching sessions for participants based in Vientiane Capital and online coaching for participants based outside Vientiane Capital.
• Organizing a final reflection event to review participants’ progress, share experiences, and identify lessons learned and recommendations for sustaining the programme’s results.

Main Tasks

• Developing an inception report, including the programme methodology, detailed workplan, and coaching approach.
• Designing training materials and facilitating a 2–3-day leadership development training for approximately 25–30 participants.
• Providing leadership coaching through approximately three in-person coaching sessions for participants based in Vientiane Capital and online coaching for participants based outside Vientiane Capital, in accordance with the agreed methodology and schedule.
• Organizing the logistical arrangements for the in-person coaching sessions.
• Monitoring participants’ progress and documenting practical examples of improved leadership practices and opportunities for women’s representation and participation in decision-making.
• Organizing a final reflection event in Vientiane Capital and submitting a final report summarizing the implementation of the programme, results, lessons learned, and recommendations.
