CARE INTERNATIONAL IN LAO PDR

CARE International in Lao PDR began its operations in 1992 and has worked since then to improve the lives of vulnerable groups in both rural and urban areas, particularly the ethnic minority communities. CARE works in partnership with community members, the government, local civil society organisations, and the private sector. CARE currently implements projects in seven provinces: Vientiane Capital, Phongsaly, Luang Namtha, Luang Prabang, Salavan, Champasack and Sekong.

CARE’s “Marginalized Women and Girls” program empowers women and girls to exercise their rights, to lead and make decisions, and benefit from socio-economic justice through thematic focus on women’s health, women’s economic empowerment and women’s resilience and climate change. CARE has extensive experience and expertise in both of these areas and will continue to pursue evidence-based practices to deliver long-lasting solutions effectively and sustainably.

Job Summary / About the Role

The Finance and Administrative Officer (FAO) will be responsible for the administration and financial work to ensure the effective and efficient operations of the We-ACT2 project activities promoting climate resilience and livelihood activities including in Luang Namtha Province. He/she is responsible for carrying out day-to-day financial and administrative/logistic duties following CARE and donor guidelines and policies.

The Finance and Administrative Officer (FAO) will be appointed as the Security Focal Point for Luang Namtha Province. This position will be supervised by the Project Manager and will directly manage guards and cleaners (if any). This position is based in Long District, Luang Namtha Province – Field Office, with travel required to project target areas as assigned by the Project Manager and to other CARE project areas if required.

Experience and Qualifications

  • Minimum bachelor’s degree in accounting or other related fields and administration with 4 years’ experience preferably with an International Non-Government Organisation (INGO) and/or private company;
  • Proven experience in accounting or equivalent (e.g., logistics, ME, Community Dev, HR, Finance (PeopleSoft, etc.);
  • Demonstrated ability to represent the organization with high level external audiences;
  • Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity;
  • Demonstrated high level organizational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills.
