Description of the Assignment:
Task 1 Blended Finance – Technical support and Stakeholder engagement to operationalize the blended financing for MSMEs
· Support the organization of stakeholder coordination meetings, and prepare meeting minutes
· Conduct and facilitate meetings with key government counterparts including the Ministry of Finance, Ministry of Industry and Commerce, Bank of Lao on their preferences and institutional requirements on the facility design and operationalisation
· Draft tailored concept notes and proposals on the recommended blended finance mechanisms to potential partners, incorporating outcomes from stakeholder engagement process
· Support the UNDP Economist and IGU team with tasks to operationalize the blended financing instrument based on progress made with stakeholders.
Task 2 Climate Finance Network Project – Coordination and Reporting
· Coordinate and implement the Climate Finance Network project activities focusing on initiatives that mobilize climate-aligned private capital and strengthen sustainable enterprise ecosystem
· Support monitoring and reporting for the project activities, including tracking progress against workplans and contributing to the donor and internal reporting requirements
· Draft inputs for monthly progress updates, capturing achievements, challenges and upcoming activities across the CFN workplan
Task 3 Microinsurance Pilot – Partnership Development
Coordinate with potential partners for microinsurance pilot roll-out including relevant line ministries such as Ministry of Finance, insurance companies, microfinance institutions and development partners Organize and attend coordination meetings, prepare meeting notes Draft tailored partnership concept notes for potential partners on the proposed partnership objective, model, and financing structure for the microinsurance pilot rollout Develop tailored proposal documents to potential donors
Period of assignment/services: 120 working days.
Proposal should be submitted directly in the portal no later than indicated deadline.
