Place: In one of the program countries (Cambodia, Laos, Vietnam, Philippines, Myanmar)

Duration of contract: 1-year, fixed duration contract (potential to be extended)

Starting date: 15/10/2026

Eligibility: Open to National Candidates Only

Salary: 1,470 – 1,680 $

Job Context

The South East Asia Program includes operations in Cambodia, Laos, Vietnam, Philippines, Myanmar and Thailand. The Regional Program Office is based in Vientiane but regional staff members can be based in any country of the program. The Regional Operational Strategy runs from 2026 to 2030, aiming to improve participation, resilience and quality of life conditions of persons with disabilities and vulnerable groups.

Role Overview

The Regional HR Senior Officer reports to the Regional HR Manager and is responsible for business integration and skills development for the HR teams in the field. They uphold the quality of HR management within the South East Asia Program. The Regional Senior Officer leads the HR business network by providing professional training, creating opportunities for peer-to-peer exchange, and acting as a coach for all country-level HR staff within the program.

Your Mission

Responsibility 1: Rolls out HR Standards, contributes to HI’s Expertise and Accountability in his/her scope of responsibility

  • Objective: Ensure the internal control of HR thematic on the different countries within South East Asia Program and confirm the conformity with HI standards, national rules and regulations.
  • Activities: Is responsible for the deployment and monitoring of the quality of all HI’s HR policies, processes and tools in his/her Program.

  • Experience: 5 – 6 Years
  • Education: Higher Diploma
  • Languages: English, Lao
