Organizational Overview

Health Care Without Harm (HCWH) was founded in 1996 with the mission of transforming healthcare worldwide so that it reduces its environmental footprint while safeguarding public health. Today, HCWH is a global network composed of hospitals and health systems, healthcare professionals, academic institutions, civil society organizations, environmental groups, and development partners working together to advance sustainable and climate-resilient healthcare.

Health Care Without Harm Southeast Asia (HCWH SEA), established in 2003, leads the organization’s work across the region through programs on climate and health, sustainable healthcare, and the Global Green and Healthy Hospitals (GGHH) network.

Project Background

HCWH Southeast Asia is implementing communications activities under Activity 3.2.1 of the Strengthening Climate Resilience of the Lao PDR Health System project in partnership with Save the Children International in Laos (SCiL) and the Ministry of Health of Lao PDR. The project supports healthcare facilities in strengthening their capacity to understand and reduce greenhouse gas (GHG) emissions while advancing climate-resilient healthcare systems.

As part of the project’s communications strategy, HCWH SEA will produce a documentary-style video package highlighting the implementation of Activity 3.2.1. To support this initiative, HCWH SEA is seeking a qualified Lao-based video production team to provide professional production and post-production services.

Objective of the Engagement

The selected production team will work closely with HCWH SEA throughout the production process to develop high-quality video materials that effectively communicate the project’s objectives, implementation progress, and contribution toward climate-resilient healthcare in Lao PDR.

Scope of Work

The selected production team will provide end-to-end production support, including:

A. Pre-production

  • Participate in coordination meetings with HCWH SEA and project partners.
  • Review the approved creative brief, storyboard, interview guides, and production schedule.
  • Provide technical recommendations on filming logistics, equipment requirements, and production workflow.

B. Field Production

The selected production team will participate in field production across multiple provinces in Lao PDR (including Northern and Southern Lao PDR, covering up to 4 healthcare facilities and project sites).

  • Deploy a production team of up to three (3) personnel for the field mission.
  • Travel with the HCWH SEA communications team to designated filming locations.
  • Capture high-quality interviews with project stakeholders.
  • Film supporting visuals (B-roll) of healthcare facilities, training sessions, healthcare operations, and surrounding communities.
  • Record professional-quality audio throughout production.
  • Ensure safe storage and backup of footage.
  • Assign at least one English-speaking team member to facilitate day-to-day coordination.

C. Post-production

Produce the following communication outputs:

  • Main Documentary Video: One (1) documentary-style video (approx. 5–8 minutes).
  • Short-form Videos: Four (4) short videos (approx. 30–60 seconds each).
  • Post-production services including video editing, story assembly, color grading, motion graphics, audio enhancement, Lao-English transcription, English subtitle creation, and integration of project branding.

Expected Deliverables

  • Complete raw footage and organized project files.
  • One (1) final documentary video (5-8 minutes).
  • Four (4) short-form videos (30–60 seconds each).
  • English-subtitled versions of all videos.
  • High-resolution project files and social media-optimized exports.

Qualifications

  • Proven experience producing documentary, development, healthcare, or social impact videos.
  • Experience working with NGOs, UN agencies, development organizations, or government institutions is highly desirable.
  • Strong storytelling, documentary filmmaking, cinematography, and audio recording skills.
  • Professional post-production capabilities (editing, color grading, motion graphics, and subtitling).
  • Capacity to conduct Lao-English transcription and translation for subtitles.
  • Ability to travel to Northern and Southern Lao PDR.

Interested production teams should submit a proposal containing:

  • Company profile or production team profile (with team composition and roles).
  • Technical proposal describing the proposed approach.
  • Financial proposal (lump-sum quotation inclusive of travel, accommodation, meals, and operational costs).
  • Portfolio of at least three (3) similar productions.
  • Equipment list.
  • Proposed production timeline.
  • Contact details of at least two previous clients or references.
