JOB DESCRIPTION

Major Responsibilities

Strategic Leadership to WASH Programming

Provide overall leadership and oversight for WASH programmes in line with the national strategy, standards, policies, and guidelines.
Identify WASH-related causes affecting child wellbeing to inform program development.
Develop, adapt, and contextualize policies and protocols for implementation.
Strengthen capacity of program teams and partners through guidance and coaching.
Ensure compliance with donor and grant requirements through effective tracking and timely issue resolution.

Program Development and Management

Lead development of WASH programs, business plans, and annual priorities.
Establish and enforce program standards for implementation quality.
Develop and adapt tools, models, and protocols based on local context.

Program Effectiveness and Quality Assurance

Ensure effective implementation and monitoring within scope, time, and budget.
Prepare and submit timely reports to donors and stakeholders.
Communicate achievements and challenges to internal and external stakeholders.
Document and share best practices for learning and future programming.
Maintain data systems for knowledge management and decision-making.

Resource Acquisition and Management

Ensure adequate funding for WASH programs.
Support proposal development and fundraising efforts.
Manage grants and donor-funded projects to meet objectives and compliance requirements.

Partnership, Collaboration, and Networking

Build and strengthen partnerships with government, NGOs, and stakeholders.
Collaborate with technical teams to ensure integration and policy alignment.
Represent the organization at national, provincial, and district levels.
Participate in technical working groups to align with national priorities.

Knowledge and Qualifications

Minimum 4–5 years of experience in community development.
At least 2–3 years of experience in WASH or related sectors preferred.
Strong communication, facilitation, and interpersonal skills.
Experience working with multi-disciplinary teams.
Experience in stakeholder and donor engagement.
Bachelor’s degree in a relevant field or equivalent.
Technical knowledge of Water, Sanitation, and Hygiene.
Computer skills including MS Office and data handling.
Fluency in English and Lao preferred.
Understanding of poverty alleviation and community development.
Project management skills.

Work Environment

Field-based work with travel to districts and remote villages.
Ability to stay overnight in communities when required.
