The pilot demonstrated the effectiveness of PIN\u2019s hydrological monitoring network and early warning system in supporting timely flood preparedness and response.<\/p>\n<p>Building on these achievements, PIN is scaling up the Early Warning System to 33 high-risk districts across 9 provinces in Lao PDR. While technical systems are being strengthened, many communities continue to face challenges in understanding warning messages, responding appropriately to alerts, and implementing timely preparedness measures.<\/p>\n<p>To improve community readiness and strengthen local response capacities, PIN will conduct two community flood simulation exercises in Luang Prabang Province and Xayaburi Province. The simulations will involve community members, village authorities, and relevant government departments to test and strengthen flood preparedness and response procedures.<\/p>\n<p>PIN seeks to engage a qualified Community Flood Simulation Facilitator Consultant to design and facilitate the simulation exercises and support community engagement throughout the activity.<br \/>\n2.\u00a0\u00a0\u00a0\u00a0 Objective of the Assignment<br \/>\nThe overall objective of this consultancy is to facilitate a community-based flood simulation exercise that strengthens understanding of flood early warning messages and promotes timely preparedness and response actions among community members.<\/p>\n<ul>\n<li>Improve community understanding of flood warning messages and alert procedures.<\/li>\n<li>Test community preparedness and response mechanisms during a simulated flood event.<\/li>\n<li>Strengthen coordination between communities, village authorities, and government stakeholders.<\/li>\n<li>Promote inclusive preparedness measures that consider women, children, elderly persons, persons with disabilities, and other vulnerable groups.<\/li>\n<li>Identify strengths, gaps, and lessons learned for future Early Warning System implementation.<\/li>\n<\/ul>\n<p>3.\u00a0\u00a0\u00a0\u00a0 Target Participants<br \/>\nEach simulation exercise will involve approximately 70\u2013100 participants, including:<\/p>\n<ul>\n<li>Community members from target villages.<\/li>\n<li>Village leaders and Village Disaster Management Committees.<\/li>\n<li>Women, elderly persons, persons with disabilities, and other vulnerable groups.<\/li>\n<li>District and Provincial authorities.<\/li>\n<\/ul>\n<p>Representatives from relevant departments, including:<\/p>\n<ul>\n<li>Department of Meteorology and Hydrology (DMH)<\/li>\n<li>Provincial Agriculture and Environment (PAE)<\/li>\n<li>District Agriculture and Environment (DAE)<\/li>\n<li>Provincial and District Disaster Management Committees<\/li>\n<\/ul>\n<p>4.\u00a0\u00a0\u00a0\u00a0 Scope of Work<br \/>\n<strong>Task 1: Preparation and Coordination<\/strong><\/p>\n<p>The consultant shall:<\/p>\n<ul>\n<li>Participate in planning meetings with PIN and relevant stakeholders.<\/li>\n<li>Review project materials and simulation simulation exercise, including:<\/p>\n<ul>\n<li>Introduction and briefing of participants.<\/li>\n<li>Simulation of flood warning dissemination.<\/li>\n<li>Community interpretation of warning messages.<\/li>\n<li>Household preparedness and decision-making activities.<\/li>\n<li>Evacuation exercises to designated safe locations or alternative safe areas identified by the community.<\/li>\n<li>Activities focused on the identification, assistance, and protection of vulnerable groups.<\/li>\n<li>Community reflection and debriefing sessions.<\/li>\n<li>Documentation of observations and participant feedback.<\/li>\n<\/ul>\n<p>The simulation exercises should emphasize practical learning, participation, and behavioral change rather than classroom-style training.<\/p>\n<p><strong>Task 3: Documentation and Reporting<\/strong><\/p>\n<p>The consultant shall:<\/p>\n<ul>\n<li>Document key observations during the exercise.<\/li>\n<li>Collect participant information and feedback.<\/li>\n<li>Identify good practices, challenges, and lessons learned.<\/li>\n<li>Prepare and submit a final activity report.<\/li>\n<\/ul>\n<p>5.\u00a0\u00a0\u00a0 \/>\n<strong>Experience<\/strong><\/p>\n<ul>\n<li>Minimum\u00a0<strong>3 years of proven experience<\/strong>\u00a0in community facilitation, community mobilization, or training delivery.<\/li>\n<li>Experience working with\u00a0<strong>rural communities<\/strong>\u00a0in Lao PDR, especially ethnic or vulnerable populations.<\/li>\n<li>Prior experience in\u00a0<strong>disaster risk reduction (DRR)<\/strong>, emergency preparedness, or early warning systems is an advantage.<\/li>\n<li>Experience facilitating\u00a0<strong>large community groups<\/strong>\u00a0(70\u2013100 participants) is strongly preferred.<\/li>\n<li>Experience facilitating participatory\u00a0<strong>simulations, drills, or community<\/strong><strong>\u2011<\/strong><strong>based preparedness communication skills, with demonstrated ability to engage diverse groups (women, elderly, disabled persons, ethnic groups).<\/li>\n<li>Good understanding of community dynamics and cultural sensitivity
