About the Swisscontact\u2019s Circular Economy Initiatives Project<\/h3>\n

Swisscontact is preparing to implement two complementary initiatives that aim to accelerate the transition towards a more circular and resource-efficient economy in Lao PDR. Working closely with government agencies, the private sector, development partners and local communities, these initiatives will strengthen plastic waste management systems, promote circular business models, support green enterprises, improve recycling markets, encourage alternatives to single-use plastics, and foster innovation that creates both environmental and economic benefits.<\/p>\n

Purpose of the Position<\/h3>\n

The Junior Technical Officer supports the implementation of innovative market-based interventions that strengthen the circular economy and reduce plastic pollution in Lao PDR. Working under the guidance of the Provincial Technical Coordinator, the officer facilitates partnerships, supports businesses, coordinates field activities, engages stakeholders, monitors progress and contributes to strengthening the circular economy and green business ecosystem in Lao PDR.<\/p>\n

Key Responsibilities<\/h3>\n
    \n
  • Business Development and Partnership Facilitation:<\/strong> Build and maintain productive relationships with SMEs, tourism businesses, recycling enterprises, informal waste workers, business associations and local communities. Support businesses in identifying opportunities for circular economy products and services.<\/li>\n
  • Project Implementation:<\/strong> Support the implementation of project activities in accordance with approved work plans and project objectives. Assist in organizing pilot activities, demonstrations and innovation initiatives.<\/li>\n
  • Stakeholder Engagement:<\/strong> Maintain effective communication with district and provincial government agencies. Coordinate with project partners, private sector actors and local communities.<\/li>\n
  • Enterprise and Market Systems Support:<\/strong> Support SMEs and entrepreneurs in improving business practices related to circular economy. Assist enterprises in developing and implementing business improvement plans.<\/li>\n
  • Monitoring, Learning and Knowledge Management:<\/strong> Collect and verify project data following Swisscontact’s monitoring system. Prepare field reports, success stories and case studies.<\/li>\n
  • Administration and Reporting:<\/strong> Prepare timely activity reports and field updates. Support preparation of budgets, procurement requests, liquidations and other administrative documentation.<\/li>\n
  • Programme Development and Knowledge Support:<\/strong> Support preliminary research on emerging development priorities and market opportunities relevant to Swisscontact’s strategic focus.<\/li>\n<\/ul>\n

    Qualifications<\/h3>\n
      \n
    • Bachelor\u2019s degree in Environmental Science, Environmental Management, Business Administration, Economics, Natural Resources Management, Development Studies or another relevant discipline.<\/li>\n
    • At least 1\u20133 years of relevant professional experience.<\/li>\n
    • Experience working with businesses, community development projects, NGOs or government programmes is an advantage.<\/li>\n
    • Experience in environmental sustainability, circular economy, waste management or private sector development is desirable.<\/li>\n<\/ul>\n
