About the Project<\/h3>\n

Swisscontact is preparing to implement two complementary initiatives that aim to accelerate the transition towards a more circular and resource-efficient economy in Lao PDR. These initiatives will strengthen plastic waste management systems, promote circular business models, support green enterprises, improve recycling markets, encourage alternatives to single-use plastics, and foster innovation that creates both environmental and economic benefits.<\/p>\n

Purpose of the Position<\/h3>\n

The Provincial Technical Coordinator leads Swisscontact’s circular economy interventions within the assigned province. Working across two complementary initiatives, the Coordinator will strengthen partnerships with government, private sector actors and development partners while ensuring high-quality implementation of activities that promote recycling, green businesses, plastic waste reduction and sustainable market systems.<\/p>\n

Key Responsibilities<\/h3>\n
    \n
  • Strategic Partnership Development:<\/strong> Serve as Swisscontact’s focal point in the assigned province and establish strong working relationships with provincial departments, district authorities, chambers of commerce, and private sector companies.<\/li>\n
  • Provincial Leadership:<\/strong> Lead the planning, coordination, and implementation of all project activities within the province. Supervise and mentor Junior Technical Officers.<\/li>\n
  • Market Systems Development:<\/strong> Lead engagement with green businesses, SMEs, recyclers, and entrepreneurs to strengthen the circular economy.<\/li>\n
  • Government Coordination:<\/strong> Maintain close collaboration with provincial and district government counterparts.<\/li>\n
  • Adaptive Management & Learning:<\/strong> Monitor implementation performance, analyze lessons learned, and promote cross-learning.<\/li>\n
  • Monitoring & Reporting:<\/strong> Ensure accurate monitoring of outputs and prepare high-quality technical reports.<\/li>\n
  • Financial Oversight:<\/strong> Oversee provincial implementation budgets and activity planning.<\/li>\n<\/ul>\n

    Qualifications & Experience<\/h3>\n
      \n
    • Bachelor’s degree in Environmental Management, Business Administration, Economics, Natural Resource Management, Agriculture, Development Studies, or relevant discipline (Master’s is an advantage).<\/li>\n
    • At least 2\u20133 years of relevant professional experience.<\/li>\n
    • Experience in environmental sustainability, circular economy, waste management, or private sector development is desirable.<\/li>\n
    • Excellent Lao and good English language skills.<\/li>\n<\/ul>\n
