The Role<\/strong><\/p>\n

We are currently looking for a Project Consultant – Nurturing Care and Parenting Initiative<\/strong> based in Nga District, Oudomxay Province.<\/p>\n

Background<\/strong><\/p>\n

Promoting Nurturing Care in Laos to Advance Child-Sensitive Social Protection is a pilot project implemented in Nga District, Oudomxay Province, from July 2026 to December 2027. The project supports 100 mothers receiving conditional cash transfers through the World Bank\u2019s Helping Hands programme by integrating parenting education on responsive caregiving, early stimulation, nutrition, and family budgeting. The initiative aims to improve children\u2019s cognitive, socio-emotional, and physical development while strengthening household well-being and generating evidence for integrating nurturing care into social protection programmes in Lao PDR.<\/p>\n

Purpose<\/strong><\/p>\n

To support the implementation, coordination, monitoring, and reporting of the Nurturing Care and Parenting Initiative, ensuring quality delivery of parenting, early childhood development, nutrition, responsive caregiving, and family budgeting interventions for children aged 0-2 years and their caregivers.<\/p>\n

Responsibilities<\/strong><\/p>\n

District-Level Activity Implementation<\/strong><\/p>\n

    \n
  • Implement project activities in line with approved plans, budgets, and timelines.<\/li>\n
  • Facilitate parenting and behavior change sessions on nurturing care, child development, nutrition, and family well-being.<\/li>\n
  • Support community and household interventions to improve child health, dietary diversity, and family budgeting practices.<\/li>\n<\/ul>\n

    Technical Support and Capacity Building<\/strong><\/p>\n

      \n
    • Train and mentor community facilitators, health workers, and partners.<\/li>\n
    • Promote application of the Nurturing Care Framework and age-appropriate caregiving practices.<\/li>\n
    • Provide technical support to ensure quality implementation of project activities.<\/li>\n
    • Provide technical guidance to ensure interventions meet quality standards.<\/li>\n<\/ul>\n

      Stakeholder Engagement and Coordination<\/strong><\/p>\n

        \n
      • Coordinate with government authorities, health facilities, and community stakeholders.<\/li>\n
      • Participate in coordination meetings and support integration of project activities into existing systems.<\/li>\n<\/ul>\n

        Monitoring, Evaluation, Accountability and Learning (MEAL)<\/strong><\/p>\n

          \n
        • Collect, verify, and report project data in a timely and accurate manner.<\/li>\n
        • Monitor progress against project indicators and targets.<\/li>\n
        • Support assessments, reviews, learning activities, and documentation of success stories and lessons learned.<\/li>\n<\/ul>\n

          Budget and Administrative Management<\/strong><\/p>\n

            \n
          • Support activity planning, budgeting, procurement, and logistics.<\/li>\n
          • Ensure compliance with organizational and donor requirements.<\/li>\n
          • Maintain accurate project records and documentation.<\/li>\n<\/ul>\n

            Safeguarding, Gender and Inclusion<\/strong><\/p>\n

              \n
            • Ensure compliance with safeguarding standards and policies.<\/li>\n
            • Promote gender equality, social inclusion, and equitable participation.<\/li>\n
            • Report safeguarding concerns in accordance with established procedures.<\/li>\n<\/ul>\n

              Management of Consultancy<\/strong><\/p>\n

              The consultant\/firm team will report to the MEAL Manager, Save the Children Laos.<\/p>\n

              Timeline:<\/strong> 1 September 2026 to 30 June 2027 (10 Months).<\/p>\n

              Qualifications & Experience<\/strong><\/p>\n

                \n
              • Bachelor\u2019s degree in early childhood development, Nutrition, Public Health, Education, Social Work, Community Development, Psychology, Rural Development, or a related field.<\/li>\n
              • At least 2-3 years of experience implementing community-based development projects.<\/li>\n
              • Experience in ECD, parenting education, nutrition, health promotion, or livelihoods programming.<\/li>\n
              • Experience working with local government and community structures.<\/li>\n
              • Experience in monitoring and reporting donor-funded projects.<\/li>\n<\/ul>\n
