The Programme Coordinator (PC) will lead and ensure the implementation of programmes is contributing to the Oxfam Country Strategy (OCS 2022-2024). The PC will manage his or her portfolio on the area of climate change adaptation, climate smart agriculture and food security related. This means to support the team from design, planning, implementation and evaluation the full programme cycle management, which is in line with Oxfam\u2019s country policy and the one programme approach in close co-operation with local partners and other Oxfam affiliates. He or she will also ensure gender and youth are adequately embedded in Oxfam\u2019s programme development and implementation.<\/p>\n<h3>KEY RESPONSIBILITIES:<\/h3>\n<ul>\n<li>Manage the implementation and quality assurance of the Programmes and projects related to promotion of responsible business practice and resilience works. This is done through reviewing periodic work plans and progress reports (annual, semi-annual, quarterly or monthly), monitoring and evaluation systems, and preparing budget monitoring and management, ensuring donors\u2019 rules and reporting requirements and Oxfam in Lao PDR procedures are respected.<\/li>\n<li>Support the Programme Manager to explore the trend and development of the livelihood and food security strategy for Oxfam in Lao PDR and how to best position Oxfam in this sector.<\/li>\n<li>Provide technical advice on appropriate tools and engagement approaches with CSOs, private sectors and resilience to local partners as well as to the team.<\/li>\n<li>Identify capacity building gaps and strategies to enhance partner\u2019s capacity to deliver the intended outputs.<\/li>\n<li>Represent Oxfam in various meetings related to his\/her portfolio at national and regional levels.<\/li>\n<li>Contribute inputs to the team and the Oxfam office on how to promote and mainstream climate change, agriculture and resilience in other activities.<\/li>\n<li>Support the Programme Manager in mobilizing resources and development of the new programme.<\/li>\n<\/ul>\n<h3>Specific tasks<\/h3>\n<h4>1. Programme assurance and implementation<\/h4>\n<ul>\n<li>Dialogue with partners w\/r to the quality of their programmes, their quarterly, semi-annual or yearly work plans so as to improve their Results Based Management (RBM). This includes verifying the use of project\u2019s budget against implementation and ensure the expenditures are in line with Results Based Management principles and donor requirements, monitor the programme budget and disbursements to partners, all in cooperation with the Programme Finance Officer.<\/li>\n<li>Regularly review and monitor the programme implementation by the partners against their approved work plans, and guarantees partners\u2019 compliance with Oxfam and back-donor guidelines and other requirements.<\/li>\n<li>Provide substantive inputs to the partner\u2019s report and activities in order to help aligning with the Oxfam\u2019s objectives.<\/li>\n<li>Provide analysis of the responsible thematic areas and be able to support the Programme Manager in designing appropriate activities. This includes providing an updated stakeholder analysis to inform programme design and management decision.<\/li>\n<li>Ensure coherence and joint efforts across all domains of change to achieve a great impact.<\/li>\n<li>Initiate and facilitate activities concerning knowledge &amp; information management with local partners and Oxfam to strengthen the effectiveness and implementation of programmes and lessons learned.<\/li>\n<\/ul>\n<h4>2. Partner support<\/h4>\n<ul>\n<li>Build and maintain a trust and good relationship with partners and communicate effectively with them. Provides advice, support or assistance as required, while keeping into account the vision and mission of Oxfam, its values and principles.<\/li>\n<li>Support the partners in the application of the Results Based Management methodology, with a specific focus on their organisational development (internal management and governance, upward and downward accountability, gender mainstreaming and solidarity, an organisational culture of monitoring, reflection, learning and evaluation).<\/li>\n<li>Support and advice the partners and other Oxfam colleagues in their advocacy or campaign activities and facilitate liaising to allies and stakeholders, nationally, regionally or internationally, as required.<\/li>\n<li>Facilitate the networking between partners and relevant external actors like knowledge &amp; research institutes, and initiate and facilitate reports and any publications in this area.<\/li>\n<li>Actively engage in discussions with partners and other stakeholders on fostering external funding opportunities and where needed develop programs with partners and others.<\/li>\n<li>Develop and maintain relations with strategic actors of the sectors that related to his\/her portfolio both within and outside country so as to build strategic and operational level multi-stakeholder partnership and to ensure an effective coordinations.<\/li>\n<\/ul>\n<h4>3. Programme development<\/h4>\n<ul>\n<li>Lead in the work of policy advocacy and how to effectively increase the impact of Oxfam\u2019s work on the quality and responsible investment in Lao PDR.<\/li>\n<li>Bring innovation to the team and support formulation of new programmes as guided by the Country Director and Programme Manager.<\/li>\n<li>Contribute to strategic reflection of the Oxfam programme in Lao PDR and suggest ways forward.<\/li>\n<li>Proactively explore potential new partnerships in the country as well as with the regional initiatives.<\/li>\n<li>Contribute to Knowledge Sharing events and Training for Oxfam staff as required.<\/li>\n<\/ul>\n<h4>4. Humanitarian preparedness and response<\/h4>\n<ul>\n<li>Participate in a quick assessment of humanitarian needs in case of disasters and participate in writing assessment reports when required.<\/li>\n<li>Participate in the delivery of humanitarian response programmes in case of any emergency.<\/li>\n<\/ul>\n<h3>EXPERIENCE, KNOWLEDGE &amp; COMPETENCIES<\/h3>\n<ul>\n<li>A university degree in Rural Development, Agriculture, Development Practice, or Business related fields.<\/li>\n<li>At least 5 year experience with NGOs or any international organisations in managing projects related to sustainable livelihoods, food security, land rights and economic empowerment.<\/li>\n<li>Competent in Programme Cycle Management, Result Based Management and Monitoring and Evaluation systems.<\/li>\n<li>Proven experience on smart agriculture, climate change adaption, plant variety breeding and management.<\/li>\n<li>Proven experience of project financial management, budgeting, and budgetary control systems.<\/li>\n<li>Good analytical skills and ability to translate analysis into concrete and effective programme strategies.<\/li>\n<li>Competent in programme development and quality reporting to donors.<\/li>\n<li>Strong in capacity-building and organizational or institutional development of local organizations. Knowledge on Lao and regional context of climate smart agriculture and resilience systems would be priority.<\/li>\n<li>Good interpersonal skills and able to work in multinational environment.<\/li>\n<\/ul>\n<h3>PREFERRED<\/h3>\n<ul>\n<li>Good communication and facilitating skills, demonstrating trust, competence, respect and motivation, especially with government agencies and local authorities.<\/li>\n<li>Ability to cooperate in a team and to work under guidance, while showing a high degree of ownership and initiative, efficient time management and ability to cope with stressful situations.<\/li>\n<li>Possess knowledge on gender and youth inclusion is advantage.<\/li>\n<li>Good spoken and writing of English, report and proposal writing skills.<\/li>\n<\/ul>\n<h3>How
