Background<\/h3>\n

The 16 Days of Activism Against Gender-Based Violence is a global campaign that calls for action to prevent gender-based violence and promote safer, more equal and inclusive communities.<\/p>\n

In 2026, CARE International in Lao PDR will support the campaign under the theme “Without Fear.” Through a series of engaging digital stories and videos, CARE Laos will highlight different perspectives on what it means for women and girls to participate, speak up, access opportunities, lead and live without fear.<\/p>\n

The MekongElevate Project will provide an important connection to the campaign, while the podcast series will demonstrate how different sectors and partners can contribute to safer, more inclusive, resilient and equal communities. The campaign will also contribute to the MekongElevate Project’s objective of promoting the leadership of ethnic minority (EM) women, youth and people with disabilities in climate-smart agriculture (CSA) scaling strategies as well as supporting climate action.<\/p>\n

Objectives<\/h3>\n
    \n
  1. Raise awareness of the 16 Days of Activism Against Gender-Based Violence 2026 campaign and the theme “Without Fear.”<\/li>\n
  2. Present the work of CARE Laos and the MekongElevate Project through accessible and engaging storytelling links to climate resilience.<\/li>\n
  3. Share different perspectives and experiences related to gender equality, women’s empowerment, disability inclusion, climate resilience by adopting CSA practices, livelihoods, environmental action and safe workplaces and safe communities.<\/li>\n
  4. Highlight how different sectors and actors can contribute to safer, more inclusive and resilient communities.<\/li>\n
  5. Encourage audiences to reflect on what “Without Fear” means to them.<\/li>\n
  6. Increase audience engagement through creative, short, and audience-friendly video content.<\/li>\n<\/ol>\n

    Scope of Consultancy<\/h3>\n

    The Consultant\/Production Team will work closely with the CARE Laos Communications Team to develop and deliver the campaign content. The consultancy will cover the full production process, including preparation, filming, editing, and post-production.<\/p>\n

    The consultancy will include two separate content activities:<\/p>\n

      \n
    • Activity 1: Podcast Video Series<\/strong> – “Different Voices, One Goal: Without Fear” (A series of conversational podcast-style video interviews featuring eight different voices).<\/li>\n
    • Activity 2: Three Standalone Campaign Videos<\/strong> (16-Day Campaign Introduction Video, CARE in Laos- Together Without Fear – Video, Campaign Closing & Audience Engagement Video).<\/li>\n<\/ul>\n

      Consultant \/ Production Team Responsibilities<\/h3>\n
        \n
      • Support the Communications Team to develop and refine interview questions.<\/li>\n
      • Develop an appropriate storytelling and interview approach for each guest.<\/li>\n
      • Coach and guide interviewees to provide clear, natural and engaging answers.<\/li>\n
      • Support the GAMCIL moderator before and during interviews.<\/li>\n
      • Be responsible for all filming and video production.<\/li>\n
      • Provide and manage the required production equipment and technical team.<\/li>\n
      • Be responsible for all video editing and post-production.<\/li>\n
      • Incorporate feedback from the CARE Laos Communications Team.<\/li>\n
      • Produce final content suitable for CARE Laos digital and social media channels.<\/li>\n
      • Ensure appropriate CARE branding and agreed visibility requirements are included.<\/li>\n
      • Deliver all agreed outputs within the approved timeline and budget.<\/li>\n
      • Coordinate closely with the CARE Laos Communications Team throughout preparation, filming, editing and final delivery.<\/li>\n<\/ul>\n

        Consultant Requirements<\/h3>\n
          \n
        • Hold at least a bachelor\u2019s degree (with a master\u2019s preferred) in Communications, Media Production, Film Studies, Journalism, or a closely related field.<\/li>\n
        • More than 5 years of experience producing podcasts with international organizations, NGOs, INGOs or development organizations.<\/li>\n
        • Experience producing content for digital and social media audiences.<\/li>\n
        • Good understanding of gender equality and sensitive social issues.<\/li>\n
        • Strong communication and coordination skills.<\/li>\n
        • Strong interviewing, storytelling and visualized storytelling skills.<\/li>\n
        • Ability to coach interviewees and help them communicate naturally on camera.<\/li>\n
        • Experience managing full video production from filming through final editing.<\/li>\n
        • Ability to deliver high-quality video and audio production.<\/li>\n
        • Ability to work within the approved budget and agreed production timeline.<\/li>\n<\/ul>\n
