About the CLV Cluster<\/h3>\n

Oxfam\u2019s Cambodia, Laos and Vietnam (CLV) Cluster is looking for a Resource Mobilization Specialist to help grow and diversify funding across the three countries. This strategic and hands-on role will strengthen donor intelligence, support early positioning, coordinate high-quality bids, and help country teams turn strong program ideas into competitive funding opportunities aligned with Oxfam\u2019s values and social justice mandate.<\/p>\n

The CLV Cluster comprises three countries: Cambodia, Laos, and Vietnam. The CLV Cluster was established in 2022 as part of Oxfam\u2019s global change process. The CLV Cluster links programs, people, funding resources, and knowledge in three Mekong countries to optimize delivery of our Global Strategy Framework and the Asia Regional Strategy, and to achieve operational efficiencies.<\/p>\n

Team Purpose<\/h3>\n

The CLV Business Development Team exists to proactively strengthen resource mobilisation across the Cambodia, Laos and Vietnam Cluster by positioning Oxfam to identify, cultivate and secure sustainable, high-quality funding aligned with the CLV Strategy and the Cambodia, Laos and Vietnam country strategies.<\/p>\n

Job Purpose<\/h3>\n

The CLV Resource Mobilisation Specialist provides strategic and operational leadership support to advance resource mobilisation across the Cambodia, Laos and Vietnam Cluster. The role contributes to the strategic direction, positioning and execution of the CLV Business Development Strategy, helping to grow Oxfam\u2019s income, diversify funding sources, and strengthen partnerships aligned with Oxfam\u2019s country, cluster, regional and global priorities.<\/p>\n

Key Responsibilities<\/h3>\n
    \n
  • Generate actionable donor intelligence and translate insights into positioning strategies, account plans and funding pipeline opportunities.<\/li>\n
  • Support Cambodia, Laos and Vietnam country teams to cultivate donors, shape opportunities and develop strategic partnerships before formal calls are released.<\/li>\n
  • Coordinate and write high-quality concept notes, proposals and related budgets for country-specific, multi-country and regional opportunities.<\/li>\n
  • Manage bid processes in line with Oxfam fundraising standards, ensuring timely inputs from programme, finance, MEAL, operations and affiliate colleagues.<\/li>\n
  • Prepare donor-facing materials, including pitch decks, capacity statements, donor briefings and other strategic engagement products.<\/li>\n
  • Maintain resource mobilisation systems and knowledge management, including pipeline analysis, Oxfam Partnership Platform coordination, proposal quality assurance and learning from bid processes.<\/li>\n
  • Contribute to the planning, delivery and continuous improvement of the CLV Business Development Strategy and annual plan.<\/li>\n<\/ul>\n

    Experience, Knowledge & Competencies<\/h3>\n

    Essential<\/h4>\n
      \n
    • At least five years of relevant experience in business development, fundraising or resource mobilisation in international organisations, preferably in the non-profit or INGO sector.<\/li>\n
    • Proven track record in successful fundraising and development of competitive donor proposals.<\/li>\n
    • Excellent English writing, editing, communication and negotiation skills, with the ability to produce high-quality donor-facing materials for diverse international audiences.<\/li>\n
    • Strong strategic thinking, judgment, self-awareness and relationship-building capability.<\/li>\n
    • Experience working with diverse, multi-disciplinary and cross-country teams in complex organisational structures.<\/li>\n
    • Excellent planning and coordination skills, with the ability to manage competing deadlines and ensure quality assurance across bid processes.<\/li>\n
    • Master\u2019s degree in business management, international development or a related field.<\/li>\n
    • Commitment to Oxfam\u2019s values, feminist principles, safeguarding and inclusive ways of working.<\/li>\n
