For 2026, AFD has introduced a single call covering both <strong>French CSOs and locally governed CSOs<\/strong>, with selected projects expected to be considered for financing in <strong>2027<\/strong>.<\/p>\n<h3>\ud83d\udcc5 Key Dates<\/h3>\n<ul>\n<li><strong>Call opened:<\/strong> July 29, 2026<\/li>\n<li><strong>Application deadline:<\/strong> October 9, 2026, at 6:00 PM Paris time<\/li>\n<li><strong>OSCar account request deadline:<\/strong> September 15, 2026, for CSOs that do not yet have an account<\/li>\n<li><strong>Application platform:<\/strong> OSCar<\/li>\n<\/ul>\n<p>All project intentions must be submitted online through the <strong>OSCar platform<\/strong>. Applications submitted outside OSCar will not be considered.<\/p>\n<h3>\ud83c\udf0d Who Can Apply?<\/h3>\n<p>CSOs registered in countries eligible for <strong>Official Development Assistance (ODA)<\/strong>, according to the OECD Development Assistance Committee (DAC) list, may apply for co-financing through AFD&#8217;s <strong>CSO Initiatives (CSO-I)<\/strong> mechanism.<\/p>\n<p>However, <strong>locally governed CSOs<\/strong>, including unions, must meet an additional eligibility requirement. They must have previously received financing for at least one completed project from an eligible <strong>AFD Group entity<\/strong> or, under specific conditions, from a French embassy.<\/p>\n<h3>\ud83c\uddf1\ud83c\udde6 What About CSOs in Lao PDR?<\/h3>\n<p><strong>Lao PDR is an ODA-eligible country<\/strong>, so projects implemented in Lao PDR fall within the geographical scope of the call.<\/p>\n<p>However, Lao CSOs applying as <strong>locally governed CSOs<\/strong> should carefully check the previous-financing requirement before preparing an application. Eligibility is <strong>not automatic for every Lao CSO<\/strong>.
