Job Details
- Position: Regional Logistics Controller
- Location: Any country in the region where HI presents (Cambodia, Laos, Myanmar, Philippines, Thailand & Vietnam)
- Contract Type: Fixed Duration Contract (FDC) – 1-year (potential to be extended)
- Working Schedule: Full time (40 hours per week)
- Expected starting date: As soon as possible
- Salary and Benefit Package: Salary rank starting from A1.1 (category Activity Manager) based on experiences ($1,470 – $1,610)
General Mission
The South East Asia Program includes operations in Cambodia, Laos, Vietnam, Philippines, Myanmar and Thailand. The Regional Program Office is based in Vientiane but regional staff members can be based in any country of the program. The Regional Logistics Controller is responsible for supporting & monitoring the implementation of Logistics procedures and tools. She / he upholds the efficiency and quality of Logistics performance within the South East Asia Program, which may include providing coverage or substitution when needed.
Missions / Responsibilities
- Responsibility 1: Implementation of Logistics Compliance and Internal Control
- Contributes to the development and updating of the program’s Logistics risk map(s).
- Conduct annual Logistics Internal Control Questionnaires (ICQs) for each country in the region.
- Support and monitor implementation of corrective actions resulting from audits, ICQs, and compliance reviews.
- Conduct quality reviews of closed procurement files and verify completeness, accuracy, and proper archiving.
- Perform periodic checks and quality reviews of logistics monitoring charts.
- Ensure compliance with HI internal rules, local regulations, and contractual obligations.
- Responsibility 2: Programme Logistics Optimisation
- Analyse logistics KPIs and operational performance trends.
- Produce and publish periodic regional logistics performance reports.
- Support country logistics teams in identifying efficiency gaps and implementing improvement initiatives.
- Promote logistics best practices and continuous improvement initiatives.
- Support country programmes in procurement planning and sourcing strategies.
- Identify and be in charge of strategic procurement categories at regional level.
- Responsibility 3: Gap-Filling Deployments
- Undertake short-term deployments to country offices in the region (virtually or in person) to temporarily fill critical logistics vacancies, provide operational support, or support priority logistics initiatives.
- Provide hands-on technical assistance, coaching, mentoring, and capacity building to country logistics teams.
- Responsibility 4: Contribution to the Logistics section of the StratOp and directs its action plan
- Responsibility 5: Contribution to deploys HI’s standards
- Responsibility 6: Contribution towards the development of the Logistics profession across the organisation
