  1. Background

Helvetas implement the Public Information and Awareness Services for Vulnerable Communities Project (PIASCV) – funded by the World Bank (WB) through the Japanese Social Development Fund (JSDF) and co-financed by the Swiss Agency for Development and Cooperation (SDC) – aims to improve public access to information on natural resource rights, by providing awareness raising and enhanced legal counseling services to poor and most vulnerable communities. Increased awareness and improved capacity of local paralegals to deliver legal counseling will help these communities to prepare and address challenges and livelihood impacts stemming from large scale natural resource-based investments.

The Development Objective is to improve access to legal information and counseling services for poor and vulnerable persons in selected rural districts to enhance protection and fulfilment of their natural resources and livelihood rights. The project aims to improve public knowledge on natural resource rights by providing awareness raising and by enhancing legal counselling services for the poorest and most vulnerable communities with approaches tailored to their unique conditions. The awareness raising and capacity building for counselling services focus on rights to natural resources that are of pivotal importance for the livelihoods and subsistence of the beneficiary communities. Increased awareness and improved capacity of village mediation committees, para-legal volunteers and community leaders to deliver legal counselling will help the communities to address challenges and livelihood impacts stemming from natural resource-based investments typical to Lao PDR.

The project is based on three main components. Component 1: This Component supports capacity building for Civil Society Organizations (CSOs) members of the Land Information Working Group (LIWG) to deliver awareness raising and counselling service trainings for village-level facilitators and paralegal volunteers who will disseminate public information and provide counselling services for the vulnerable and poorest rural communities, including women, persons with disabilities, ethnic minorities and communities located in remote geographical locations. Component 2: This component focuses on the delivery of the small grant support. The Sub-Grants will be used to cascade the CSO capacity building, and the training of trainer inputs provided under Component 1 to implement in the project target areas the awareness raising and the capacity building for counselling service at community level. Component 3: This component relates to Project Management, Monitoring and Evaluation and Knowledge Dissemination.

The project started in November 2021 and is managed and implemented by Helvetas Swiss Intercooperation through Project Management Unit (PMU), headed by the Project Manager.

  1. Rationale

The PIASVC project will conclude with a closing event on 4th of September 2026, bringing together project teams and partners, beneficiaries and land related stakeholders. The project team is looking for operational and logistical support for the preparation and on the Closing Event Day.

  1. Objective of the Assignment

The objective of this volunteer position is to support the successful organization and implementation of the PIASVC Closing Event on the 4th of September by assisting with participant management, event logistics, registration, and general event operations.

  1. Scope of Work
  • Assist in Design high-quality main event banners (such as stage backdrops, welcome banners, or standees) that align with the project’s branding and messaging guidelines.
  • Assist in Design and format essential physical materials, such as project merchandise. They can be any of bags, booklets, briefing notes, tumble, umbrella, pen, shirts. Cups etc.
  • Assisted in created branded digital elements for the event, including PowerPoint slide templates, and transition graphics for speakers, etc.
  • Assist in Social media graphics and development of Facebook posts
  • Assist in design Infographics & Data Visualization of the projects
  • Assist in design official, branded certificates or thank-you plaques to be awarded to sub-grantees, government partners
  • add the materials resources to PIASVC page on the LIWG website
  • Videos edit skills would be an advantage.
  1. Reporting and Coordination

The volunteer will work under the guidance of the PIASVC PMU focal person and collaborate closely with relevant PIASVC PMU team and consultants.

  1. Required Qualifications and Experience
  • experience in volunteer to help event organizing event would be advantage.
  • Good communication and interpersonal skills.
  • Proactive, reliable, and able to work independently with minimal supervision.
  • Positive attitude, team spirit, and willingness to assist where needed.
  • Friendly, approachable and confident to engage with participants and stakeholders.
  • Ability to communicate in English at a working level is welcome.

During the event it is essential the volunteer commits to:

  • Act professionally and respectfully towards all participants and event staff.
  • Follow instructions from the event coordination team.
  • Be punctual and available for the full assigned period, including the preparation meeting and event days.

Note this is a volunteer position. The volunteers will receive an allowance of 150,000 kip for this assignment.
