1. Context & Background

The Sivid Thidee, Khamouane Youth Well-being Project aims to provide the most vulnerable youth in World Vision target Districts in Khammouane Province with the opportunity and space to develop their self-confidence, learn how to build positive relationships, discover their potentials, build their dreams, and become agents for positive change in the lives of other children and youth in their own localities.

2. Purpose and Objectives

The purpose of this consultancy is to:

• Highlight the impact of the D2D project in the lives of children.
• Create awareness of the challenges that the youth face in the target villages.
• Promote and show the strengths of the project for donors who may be interested in funding these opportunities.

3. Scope of Work & Assigned Tasks

The consultant(s) will carry out the following tasks:

• Develop the documentary film’s overall concept and scenario (storyboard) with WVIL and project team.
• Perform appropriate 2 videos filming on-site and shoot activities/interviews in Lao (with subtitle in English) with the projects’ beneficiaries, Village Volunteers, caregivers in target schools/community and stakeholders in Mahaxay and Xaybouathong District, Khammouane Province.
• Present a draft documentary in Lao (with subtitle in English) to WVIL staffs assigned for review.
• Edit/Produce the final documentary film(s) and submit one master copy.

4. Deliverables

• Storyboard and script for the documentary.
• Draft documentary for comments.
• Final products: One full-length video (around 3 minutes long) with English subtitles, and one short version (1-minute long) in MP4 format.
• Master file of all raw footages before editing.

5. Required Qualifications, Experience and Competencies

• Must have more than 3 years proven experience in film production/photovoice conducting, contents.
• Extensive experience in producing development work related documentaries for organizations with the aim of reaching out to both local and international audiences.
• Excellent technical capacities to ensure smooth and high-quality production (preferred high-definition cameras, high-quality microphones, drone cameras as needed).
• Experienced and qualified team for shooting, editing, audio, mixing, voiceover, graphics, etc.
• Excellent written and oral communication skills in Lao (English is an advantage).

6. Submission of Bids/Proposals

Interested candidates are invited to send a complete application package in English containing:

• A curriculum vitae;
• An expression of interest letter (max 4 pages) outlining how the consultant/team meets the selection criteria;
• A proposal including proposed approaches, outlined timeframe, frameworks, and detailed methodologies;
• A financial proposal indicating the fixed total contract price.
