AFD 2026 Call for Expressions of Project Intentions
Agence Française de Développement (AFD) has launched its 2026 Call for Expressions of Project Intentions for Civil Society Organizations (CSOs).
The call aims to support civil society organizations in contributing to the Sustainable Development Goals (SDGs) and international solidarity. For 2026, AFD has introduced a single call covering both French CSOs and locally governed CSOs, with selected projects expected to be considered for financing in 2027.

- Call opened: July 29, 2026
- Application deadline: October 9, 2026, at 6:00 PM Paris time
- OSCar account request deadline: September 15, 2026, for CSOs that do not yet have an account
- Application platform: OSCar
All project intentions must be submitted online through the OSCar platform. Applications submitted outside OSCar will not be considered.
🌍 Who Can Apply?
CSOs registered in countries eligible for Official Development Assistance (ODA), according to the OECD Development Assistance Committee (DAC) list, may apply for co-financing through AFD’s CSO Initiatives (CSO-I) mechanism.
However, locally governed CSOs, including unions, must meet an additional eligibility requirement. They must have previously received financing for at least one completed project from an eligible AFD Group entity or, under specific conditions, from a French embassy.
🇱🇦 What About CSOs in Lao PDR?
Lao PDR is an ODA-eligible country, so projects implemented in Lao PDR fall within the geographical scope of the call.
However, Lao CSOs applying as locally governed CSOs should carefully check the previous-financing requirement before preparing an application. Eligibility is not automatic for every Lao CSO. The organization must meet AFD’s specific eligibility conditions, including the requirement concerning previous financing for a completed project.
🎯 What Does the Fund Aim to Support?
The CSO Initiatives mechanism aims to:
- Strengthen the capacity of civil society organizations
- Support concrete and measurable impacts for beneficiary communities
- Contribute to the Sustainable Development Goals
- Strengthen civil society participation in local policy and development
- Promote international solidarity and sustainable development
AFD gives particular priority to Least Developed Countries (LDCs) and countries that are particularly vulnerable to climate change.
📝 How to Apply
Eligible organizations must submit their Project Intention and required administrative documents directly through OSCar.
Organizations that do not yet have an OSCar account must request account creation no later than September 15, 2026.
The final deadline for submitting the project intention is:
October 9, 2026 – 6:00 PM Paris time
