Job Summary

WCS Lao PDR is seeking a qualified Law Enforcement and Threat Resolution Officer to work primarily in the field supporting wildlife conservation and law enforcement operations. The successful candidate will work closely with the District Agriculture and Forestry Offices (DAFO), District Office of Natural Resources and Environment (DoNRE), and community Village Conservation Teams (VCTs) in the Xe Champhone Floodplain and Laving-Lavern Protected Area, covering the districts of Champhone, Xonnabouly, Songkhone, and Xaibouli.

The position reports to the Landscape Coordinator and has additional reporting responsibilities to the Landscape Director.


Key Responsibilities

  1. Follow WCS law enforcement policy and work closely with WCS and district/provincial offices (PAFO, DAFO, PoNRE, DoNRE).

  2. Ensure effective community patrols in Conservation Use Zones (CUZ), Totally Protected Zones (TPZ), Fish Conservation Zones (FCZ), and Crocodile Conservation Zones.

  3. Maintain communication with community patrol teams and respond to threats such as illegal wildlife trade, land encroachment, and regulation violations.

  4. Liaise with relevant government agencies as needed.

  5. Coordinate with GIS and Database Officers for patrol coordination and threat communication.

  6. Organize and supervise stakeholder trainings on law enforcement and patrol standards.

  7. Use SMART 7 (including SMART Mobile) for data collection, analysis, and reporting.

  8. Support project team with effective data collection and impact monitoring.

  9. Maintain well-organized databases including spatial, biological, and social data.

  10. Help develop and implement a law enforcement framework with relevant conservation indicators.

  11. Facilitate regular meetings between community patrol teams and authorities.

  12. Provide regular and refresher trainings for high-quality community patrols.


Qualifications

Education:

  • Minimum Diploma or Bachelor’s degree in Law, Biology, Environmental Studies, or a related field.

Experience:

  • At least 1 year of experience working with an international NGO or private sector.

  • At least 1 year working with communities and government in Lao PDR on natural resources or conservation.

  • Experience with SMART 7 and SMART Mobile is preferred.

Knowledge:

  • Familiarity with conservation principles and protected area laws.

  • Understanding of natural resource management issues in Savannakhet Province.

Skills:

  • Proficiency in Lao (spoken and written).

  • Basic English proficiency, especially in reporting (preferred).

  • Strong computer skills, especially with Microsoft Office.

Abilities:

  • Strong teamwork and self-motivation.

  • Organized, adaptable, able to manage budgets.

  • Able to work in remote conditions and under pressure.

  • Analytical and strong in data interpretation and presentation.

  • Willing to be based in Champhone or Songkhone District, with travel across districts and to Kaysone Phomvihan City.
