Job Description
Save the Children is currently seeking a qualified and experienced Senior Construction Coordinator to join our team in Oudomxay Province under the Strengthening Climate Resilience of the Lao PDR Health System Project. The role involves regular travel to Luang Prabang, Luang Namtha, and Phongsaly Provinces.
The Senior Construction Coordinator will be responsible for leading and coordinating all construction-related activities under the project. This includes ensuring timely, safe, and high-quality delivery of infrastructure components in compliance with Save the Children and donor standards. The role encompasses planning, implementation, supervision, and monitoring of construction and rehabilitation of health facilities and associated infrastructure. Coordination with technical experts, field teams, government stakeholders, and contractors is essential.
The successful candidate will ensure all construction work complies with national building codes, environmental and social safeguards, and safety standards. The role also includes responsibilities for procurement, contractor management, quality assurance, and reporting.
Key Responsibilities

Lead infrastructure implementation in northern provinces, in close collaboration with the Provincial Manager and Site Engineers

Prepare detailed implementation plans, procurement strategies, and monitoring schedules

Conduct site assessments, feasibility surveys, and prepare designs, bills of quantities, and work schedules

Monitor construction quality and progress, ensuring compliance with technical and safety standards

Manage procurement processes and support contractor selection in line with organizational policies

Facilitate capacity building for staff and partners on construction standards and procedures

Liaise with government partners such as the Ministry of Health, NamSaat, and Provincial Departments

Support emergency response assessments and reconstruction activities as required

Ensure regular technical reporting and support project evaluation

Promote inclusive infrastructure designs that serve the needs of all community members
Qualifications and Experience

Bachelorβs degree in Civil Engineering or Architecture

Minimum of three years of relevant experience in managing construction or infrastructure projects

Proficiency in AutoCAD and Microsoft Office; knowledge of SAP is an asset

Demonstrated experience in managing contractors and supervising site-level work

Strong understanding of water supply systems, WASH infrastructure, and solar-powered systems

Experience in conducting feasibility studies, preparing tender documents, and managing BOQ and work schedules

Capacity for technical training and staff mentoring

Strong problem-solving skills and ability to work in a multicultural environment

Fluent in English; knowledge of Lao is an asset

Willingness to travel and stay in field locations
