Background

CARE International is a global NGO working to end poverty and achieve social-justice. CARE’s ‘ECPPNL’ project aims to strengthen the livestock systems of smallholder farmers by developing and using a business model for paravet services that consider gender roles, while also establishing a robust monitoring system to assess social impacts and support the production of verified carbon units (VCUs) that contribute to global carbon emission reductions.

Purpose of Final Evaluation

The purpose of the Final Evaluation is to assess the project’s performance during the one-year pilot implementation period, identify changes at the systems and population level resulting from the project, and generate learnings for future programming by:

• Assessing the achievement of project impact, outcomes, and outputs against the project logical framework over the whole project timeline.
• Identifying the challenges, lessons learned, and recommendations that inform decision-making and design of future programming.
• Identifying changes through the project at the systems and population level.

Scope of the Evaluation

The evaluation will cover approximately 15 out of 26 target villages in PakXeng District, Luang Prabang Province, where the commercial paravet network has been established and Emission Control Blocks (ECBs) have been provided.

Selection Criteria

• Experience: At least 5 years experience conducting evaluations in the fields of gender equality, climate change, livelihoods, and/or animal/One Health in Lao PDR.
• Demonstrated strong social research and reporting skills, including experience conducting quantitative and qualitative research.
• Demonstrated successful experience in conducting project final evaluation, especially for development projects.
• Demonstrated good understanding of gender issues, and women’s empowerment in Laos.
• Qualification: Relevant post-graduate qualifications.
• Technical Skills: Research, survey (e.g. PRA/PLA), stakeholder interviews, report writing, and presentation. Ability to work autonomously.
• Language: Excellent command of English (writing and speaking). Experience in Lao PDR and Lao language skills are desirable. Proficiency in an ethnic minority language (Khmu, Akha, Hmong) is desirable.
