National Consultant to Conduct Community Climate Vulnerability Assessment
(CCVA) to support the Development Climate Adaptation Plans for Community
and Enhancing Forest Restoration Initiatives
Work location: Home-based and field visit
Supervised by: Project Manager FORRED
Duration: 12th August until 30 November 2025
1. Project Background:
Forest Restoration for Resilience and Development (FORRED) – Phase I (2022-2025), supported by Ministry for Foreign Affairs of Finland (MFA) via WWF Finland, tackles pressing conservation and socio-economic challenges within Xe Pian, Dong Hua Sao, Xe Sap National Parks, three ecologically critical protected areas (PA) spanning vast areas in southern Laos.
2. Objective and Scope of Work:
• Carrying out climate vulnerability assessments for the nine target communities and theirassociated forest ecosystems, including an evaluation of current forest conditions to informforest restoration efforts.
• Assessing the existing silvicultural practices applied for forest landscape restoration within the target communities to identify current gaps and limitations.
• Developing Community Climate Adaptation and Mitigation Plans (CCAPs) for all nine target villages, including practical actions for NbS action plans, forest landscape restoration, and non-timber forest products (NTFP)/forest management.
• Documenting a climate resilience case study and presenting it in a wider national workshop/seminar.
3. Required Skills and Competencies:
• Excellent interpersonal, communication, planning, organizational, and leadership skills with the ability to manage and interact at all levels of a multicultural and multilingual organization.
• English technical report writing
• Public speaking and presentation skills
• Fluency in written and spoken English

a. Proposed methodology and tools to be used for this assignment
b. Budget details for the proposed activity, consultancy fee, and work-related expenses
(excluding daily subsistence allowance, travel, and accommodation, which will be covered by WWF-Laos).
• Evidence of relevant experience and a sample of papers related to the consultancy.
