Project Officer (PO)

CARE International is a global INGO working to end poverty and achieve social justice, focusing particularly on women and girls who are often the most marginalized in their communities.

In 2024, CARE worked in more than 100 countries, reaching over 200 million people, and supported more than 52 million participants to promote lasting change, aligned with the Sustainable Development Goals (SDGs).

CARE International in Lao PDR has operated since 1992, working to improve the lives of vulnerable groups, especially ethnic minority communities, in both rural and urban areas. CARE works in partnership with communities, the government, local CSOs, and the private sector, and currently implements projects in Vientiane Capital, Phongsaly, Luang Namtha, Sekong, Salavan, and Luang Prabang.

CARE’s “Marginalized Women and Girls” program empowers women and girls to exercise their rights, lead and make decisions, and benefit from socio-economic justice. The program focuses on women’s health, economic empowerment, and resilience to climate change.

Job Summary / About the Role

The Project Officer (PO) will be responsible for the effective implementation and quality of activities under the MekongElevate Project in Luang Prabang and Phongsaly Provinces.

Key responsibilities include:

• Leading activity implementation, ensuring accountability and quality.

• Building and maintaining strong relationships with government partners, CSOs, and communities.

• Overseeing project workplans, budgets, monitoring, and reporting.

• Collaborating closely with project partners, CARE technical teams, and other stakeholders in Laos and across the CARE regional network (Vietnam, Cambodia, Australia).

• Potentially managing community facilitators or volunteers.

The PO will be based in Luang Prabang Province with frequent travel to project sites and remote field areas.

Qualifications and Experience

• Minimum University degree in agriculture, rural development, or related field (or equivalent professional experience).

• At least 5+ years of experience in project coordination and management within development or humanitarian programming.

• Strong organizational and time management skills.

• Proven experience in project implementation, coordination, and capacity building.

• Demonstrated ability to build strong relationships with government, civil society, and partners.

• Effective team player with problem-solving skills.

• Willingness and ability to live and work in remote areas, with frequent travel.

• Excellent communication skills in Lao and English (knowledge of an ethnic language is an advantage).
