Job Description
Save the Children is seeking two qualified Site Engineers to be based in Oudomxay Province, supporting construction and rehabilitation works under the Strengthening Climate Resilience of the Lao PDR Health System Project. The positions require frequent travel to Luang Prabang, Luang Namtha, and Phongsaly.
Reporting to the Senior Construction Coordinator, the Site Engineer will be responsible for day-to-day supervision and monitoring of construction activities at assigned health facility sites. The role ensures that on-site activities follow approved engineering designs, specifications, quality standards, and project timelines while complying with Save the Children and donor requirements.
The Site Engineer will work closely with contractors, consultants, local authorities, and community stakeholders to ensure smooth construction progress, address technical challenges, and maintain safety and environmental standards. The role also supports community engagement regarding site safety and grievance handling. During humanitarian emergencies, the Site Engineer may assist with emergency response and temporary health infrastructure.
Key Responsibilities

Supervise construction works at health facilities and community sites to ensure quality and compliance with design specifications

Mobilize construction workers and monitor the use of quality materials

Maintain close coordination with project management, provincial health departments, NamSaat, community mobilizers, and local authorities

Keep accurate records including measurement books, daily workforce logs, and progress updates

Prepare daily and weekly progress reports, and assist with final project completion reports and handover documentation

Conduct needs assessments, feasibility studies, and support preparation of bills of quantities (BOQ)

Provide technical guidance and orientation to construction workers

Support the preparation of work schedules and mobilization of skilled and unskilled labor

Participate in donor visits and facilitate reporting requirements

Perform other technical tasks as assigned
Qualifications and Experience

Diploma in Civil Engineering or equivalent

Ability to prepare BOQ, cost estimates, and work schedules for small-scale infrastructure projects

Commitment to Save the Children values and policies

Willingness to adapt work hours and travel at short notice during emergencies

Previous experience supervising health center construction preferred but fresh candidates are encouraged to apply

Basic knowledge of AutoCAD, Microsoft Word, and other computer applications is desirable

Experience working in Rohingya camps is an advantage
