Job Description
Save the Children is seeking two qualified Site Engineers based in Saravan Province to support construction and rehabilitation activities under the Strengthening Climate Resilience of the Lao PDR Health System Project. The role requires frequent travel to targeted locations within the province.
Reporting to the Senior Construction Coordinator, the Site Engineer will be responsible for daily supervision and monitoring of construction works at assigned health facility sites. The Site Engineer ensures all on-site activities adhere to approved designs, specifications, quality standards, and project timelines, while complying with Save the Children International (SCI) policies and donor requirements.
The role involves close collaboration with contractors, consultants, local authorities, and community stakeholders to ensure smooth project implementation. The Site Engineer will conduct regular site inspections, maintain accurate records, verify contractor outputs, and contribute to progress reporting and documentation for payment processes.
The Site Engineer must ensure that construction activities comply with national safety codes, environmental and social safeguards, and climate-resilient building practices. The role also supports community engagement, especially on site safety and grievance mechanisms. In humanitarian emergencies, the Site Engineer may assist with emergency response construction needs, including temporary health infrastructure.
Key Responsibilities

Supervise construction works at health facilities and community sites to ensure compliance with design and quality standards

Mobilize construction workers and monitor material quality, reporting any issues promptly

Coordinate regularly with project managers, provincial health departments, NamSaat, community mobilizers, and local authorities

Maintain good relationships with health centers, provincial and district health offices, and communities to facilitate project support

Prepare and maintain measurement books, daily labor records, and progress updates

Produce daily and weekly progress reports and assist with final project completion and handover documentation

Conduct needs assessments and feasibility studies; assist in preparing detailed bills of quantities (BOQ)

Provide technical guidance and orientation to construction workers

Prepare labor rosters and mobilize skilled and unskilled workers as needed

Support donor visits and fulfill reporting requirements

Perform other assigned technical tasks such as building design, BOQ preparation, and scheduling
Qualifications and Experience

Diploma in Civil Engineering or equivalent

Ability to prepare BOQ, cost estimates, and work schedules for small-scale infrastructure projects

Commitment to uphold Save the Children’s values and policies

Flexibility to adapt work hours and travel at short notice during emergencies

Prior experience in site supervision of health center construction is preferred; fresh candidates are encouraged to apply

Basic knowledge of AutoCAD, Microsoft Word, and other computer applications is desirable

Experience working in Rohingya camps is an advantage
