Background

The CCL (Comité de Coopération avec le Laos) has been involved in implementing rural development programs in Laos for about 45 years. Currently, CCL works in different provinces in Laos, including Phongsaly, Oudomxay and Bolikhamxay.

The project ADAEBio phase 2 ‘Project on Integrated rural development in Beng, La and Xay districts, Oudomxay province’, funded by Bread for the World and the French Development Agency, is implemented from 1st of January 2025 to 31st of December 2027. CCL collaborates with the civil society organisation SAEDA for the implementation of the activities linked to pesticides.

Objective of the Consultancy

To strengthen awareness among rural communities on the health and environmental risks associated with pesticide use, and on safer pesticide practices and alternatives, through the development of engaging social media content and an appropriate dissemination approach, in collaboration with CCL.

Specific Outputs & Deliverables

• Specific Output 1: The seven video concepts are developed into finalized, production-ready scripts (Lao + English translation).
• Specific Output 2: Seven engaging and technically sound awareness videos are produced and finalized for social media dissemination (2-3 minutes each, in Lao).
• Specific Output 3: An appropriate social media dissemination strategy is developed to maximize the reach and impact of the videos.

Methodology & Conditions

• Expected Duration: A total of 21 working days.
• Location: Most of the work is expected to take place in Oudomxay Province. Trips between Vientiane and Oudomxay, as well as transportation within Oudomxay, will be covered by CCL.
• Budget: The maximum amount of the financial proposal shall not exceed USD 3,700.

Selection Criteria

• Background and experience in video production and editing, quality of the previously developed videos (40%)
• Experience in developing communication content (20%)
• Background and experience on agriculture and pesticides or related development issues (20%)
• Cost-effectiveness of the proposal (20%)
