JSI Research & Training Institute, Inc. (JSI) is a US-based not-for-profit international organization. Ā JSI works extensively with the Lao PDR Ministry of Health (MOH) and public healthcare providers to expand access to life-saving health services. The Laos Maternal Child Health and Nutrition (LMCHN) project is a five-year U.S.-funded project operating in five provinces of Lao PDR with the aim of building upon previous U.S. and Government of Laos investments to improve priority maternal and child health and nutrition outcomes in targeted areas of Lao PDR.

Duration: Limited-term appointment until July 25, 2026; possibility of extension.

 

Job Summary

The Provincial Monitoring & Evaluation (PME) Officer is a full-time position under the LMNCH project, based in one of five target provinces (Phongsaly, Oudomxay, Savannakhet, Salavan, or Sekong), and serves as the focal point for provincial data collection, analysis, and reporting to ensure data quality and timeliness and inform evidence-based decision-making and support project improvement. The PME Officer will also collaborate closely with provincial and district staff to lead implementation of the Routine Data Quality Audits (RDQAs) conducted in their respective provinces. This includes supporting district teams in identifying data gaps and system issues, developing actionable, time-bound improvement plans, and providing on-the-job support and follow-up to ensure sustained improvements in data quality. Ā The PME Officer will coordinate closely with the Senior RMEL Officer and RMEL Advisor in Vientiane for technical support on M&E data collection and RDQAs, including data analysis and data interpretation. The Provincial M&E Officer reports directly to the Provincial Manager.

 

Primary Responsibilities and Duties

  • Lead and oversee routine data collection activities across the province, ensuring timely and accurate entry into designated project databases under the guidance of the Senior MEL Officer.
  • Implement and monitor robust quality control procedures to ensure data accuracy, consistency, and completeness, supporting evidence-based planning and decision-making.
  • Lead data entry for relevant provincial level data.
  • Collaborate with the provincial technical team to identify priority data and information needs, and provide tailored analyses to meet those needs.
  • Analyze provincial-level data and support the translation of findings into actionable insights, user-friendly formats, and visualizations for diverse stakeholders.
  • Plan, organize, and conduct Routine Data Quality Audits (RDQAs) at health facilities and district levels, in collaboration with the District Health Office and local stakeholders.
  • Document RDQA findings, identify data quality gaps, and develop time-bound, actionable improvement plans in consultation with relevant partners.
  • Coordinate with the RMEL Advisor to provide technical support and follow-up to ensure the effective implementation of RDQA action plans, including support and mentorship to improve data quality systems.
  • Contribute to strengthening data management systems, data analysis and interpretation, data use of residence-based decision making, and promoting sustainable practices that support continuous quality improvement at the provincial level.
  • Identify and support opportunities for local health staff and partners on data collection, data use, and M&E best practices.
  • Manage hard copy and digital versions of data collection tools are ensure documentation is well-maintained, securely stored, and readily accessible.
  • Support the programming, customization, and testing of digital data collection tools and platforms, as needed.
  • Contribute to the ongoing refinement and implementation of the project’s MEL plan, strategic information framework, learning agenda, and other MEL-related activities as assigned.
  • Perform other roles and responsibilities as assigned by the PPM or MEL Director.
  • Ensure awareness and application of child safeguarding principles and guidelines in day-to-day roles and interactions with communities and children.

QualificationsĀ 

  • Bachelor’s degree or higher in public health, international development, statistics, social sciences, or a related field.
  • At least 2 years of experience in monitoring and evaluation, with demonstrated ability to support data collection, management, analysis, and reporting activities under the guidance of senior M&E staff.
  • Technical skills in M&E and data quality methodologies, systems, and assessments.
  • Experience using digital data platforms and visualization tools.
  • Demonstrated ability to manage multiple projects and deadlines in a fast-paced environment.
  • Some written and spoken English preferred.
  • Experience working in donor-funded environments.
  • Proven ability to develop effective working relationships.
  • Ability to work as part of a diverse team.
  • Ability to spend 30-40% of time in the field supporting project activities.
