Organization Overview

World Vision has been operating in Laos since 1968, focused on child welfare, community development, and vulnerable ethnic groups, with programs in health, education, climate adaptation, livelihoods, water, and sanitation.


Project Background

The Building Resilience and Reducing Rural Poverty Project (BRRRP), supported by Lao Government and ADB, aims to address food insecurity, rural poverty, and climate vulnerability—particularly targeting rural women through gender-responsive and climate-resilient poverty graduation programs.


Role Purpose

Lead and manage the poverty graduation pilot program supporting rural women’s empowerment and resilience through multi-sectoral activities including social protection, livelihoods, financial inclusion, and social empowerment.


Key Responsibilities

  • Oversee program preparation, implementation, training support, monitoring, documentation, and knowledge management

  • Manage day-to-day operations including coordination with technical partner firms

  • Guide DRD in partner agreement design, monitoring, and relationship management

  • Develop monitoring tools and analytical frameworks for effective data collection and utilization

  • Produce and disseminate knowledge products and pilot experience reports to government, ADB, CSOs, partners, and external audiences


Preferred Qualifications

  • 12+ years experience in livelihoods development with poor populations

  • 8+ years in poverty reduction projects

  • Experience in women’s economic empowerment and livelihoods projects highly desirable

  • Strong project management, curriculum development, training, and facilitation skills

  • Experience engaging government stakeholders in Lao PDR preferred

  • University degree in development, social sciences, or related fields; Master’s preferred

  • Excellent written and spoken Lao and English skills

  • Strong leadership, organizational, analytical, and communication skills
