We’re Hiring: Consultant for Baseline Study of the Lasting Laos Project
Plan International Laos is seeking a qualified company or consultant(s) to conduct a baseline study for the Lasting Laos Project (2025–2028). The project supports young entrepreneurs and micro, small, and medium enterprises (MSMEs) in the Lao tourism value chain to adopt and promote sustainable consumption and production (SCP), circular economy, and decent work practices.
Key Responsibilities

Conduct a literature review and develop the methodology

Design and test data collection tools and methods
-
Implement field data collection in four provinces: Vientiane Capital, Vientiane Province, Luang Prabang, and Champasak
-
Analyze and report baseline data for project indicators
-
Map project stakeholders and target groups
-
Ensure ethical standards, gender, disability inclusion, and child safeguarding during data collection
-
Deliver a final baseline report in both English and Lao languages
Consultancy Period
July 14 to October 31, 2025 (35 working days)
Qualifications Required
-
Master’s degree in international development, tourism development, or related field
-
Minimum 5 years of experience in project M&E and evaluation
-
Experience with EU-funded projects and green economy topics is an asset
-
Strong skills in data collection, analysis, and reporting
-
Experience working in Laos or Southeast Asia preferred
-
Excellent written and spoken English (Lao language is an asset)
-
Legal eligibility to operate in Lao PDR
