Program Finance Officer – Oxfam Novib (CLV Region)

The Grants and Finance Team (GFT) in the CLV Business Operations aims at providing quality service of grants coordination and release and providing quality financial management support to all programs and projects operating in CLV. The GFT will work closely with programs/projects across CLV country presences. All Program Finance Officers are members of the CLV Business Operation team and will work under the direct line management of the Senior Program Finance Officer.

The Role
Oxfam Novib is looking for a qualified candidate who will be taking the Program Finance Officer position. The Program Finance Officer (PFO) will work in full collaboration with and under the direct line management of the senior program finance officer of each country and collaborate with cross-functional teams, partners, and other relevant key stakeholders to provide financial monitoring and grant management support to specific programs/projects assigned to them. This position will work closely with the program team to ensure effective implementation of programs and projects that comply with Oxfam’s accounting and financial management standards, donor requirements, and relevant national laws and regulations.

Key Responsibilities

  • Analyze the financial aspects of funding applications and draw up the budget project proposals based on intended project activities. When the project is approved, develop and support necessary system improvements, prepare financial management reports in line with Oxfam and donor standards, and submit them to relevant managers for approval.

  • Ensure internal control systems, financial management systems, policies, and procedures are fully complied with in assigned programs/projects and by relevant partners.

  • Work with matrix management to ensure coherence and compliance across Oxfam and donor requirements.

  • Develop a financial management framework for grant implementation and monitor budgets, grant management, partnerships, and audits.

  • Work with program managers and officers to assess partners’ organizational structure and risks and propose monitoring or capacity-building plans.

  • Coordinate, process, validate, and release grants to partners. Monitor financial systems and implementation of activities, and review partners’ financial reports and documentation to ensure compliance.

  • Contribute to the capacity building of program staff and partners in financial matters.

  • Conduct regular financial monitoring visits to partners and provide written reports.

  • Provide feedback and corrective measures to partners. Conduct investigations when needed.

  • Advise on and ensure compliance with mandatory procedures and systems such as ADOBE and PASTEL.

  • Ensure consolidation of partner reports and preparation of timely, high-quality donor reports.

  • Perform other related tasks as required.

Who we are looking for

  • Minimum of five years of experience using multiple project financial management systems, preferably with international organizations

  • Degree in Finance, Accounting, Business Administration, or equivalent

  • Strong knowledge of accountancy software and computer skills

  • Excellent interpersonal skills and ability to work in multicultural environments

  • Understanding and commitment to gender and diversity equity

  • Flexible, independent, and resilient under pressure

  • Familiarity with donor requirements

  • Willing to travel frequently and for extended periods

  • Good command of written and spoken English
