About the Role

Oxfam Novib is seeking a qualified candidate for the position of Admin & Operations Officer in Laos. The Admin & Operations Officer ensures all functions within the Operations unit in Laos (administration, procurement, logistics, safety and security) are performed in a timely and efficient manner and effectively support the delivery of programme implementation.

The role provides analysis and advice on operations to the Country Management Team for Laos and to the Business Support Team for the CLV (Cambodia, Laos, Vietnam) Cluster. The officer also advises on change processes for more efficient operations and manages the budget of the Laos operations unit.


Key Responsibilities

Logistics, Office Management, Administration and IT

  • Oversee logistics, office operations and provide administrative support.

  • Arrange travel and accommodation for staff, visitors, consultants and partners.

  • Manage framework agreements with suppliers.

  • Maintain and oversee asset register in line with Oxfam and donor requirements.

  • Ensure staff are trained and compliant with operational policies.

  • Manage fleet of vehicles and motorbikes.

  • Maintain filing and archiving systems.

  • Liaise with government for office registration and visas.

  • Manage petty cash.

  • Monitor stock levels, quality and delivery times.

  • Ensure a safe working environment with an active health and safety plan.

  • Act as Security Focal Point and Fire/Evacuation Warden.

  • Provide basic IT support and coordination with service providers.

Procurement

  • Ensure staff follow Oxfam and donor procurement policies.

  • Coordinate supply and logistics planning.

  • Support programme teams in procurement processes.

  • Ensure proper procedures in procurement of goods and services.

  • Maintain procurement records.

Representation and Networking

  • Represent Oxfam Laos with affiliates, donors and partners regarding operations.

  • Engage in relevant forums, including government and INGO platforms.

Staff Management

  • Manage operations support staff.

  • Promote equality and diversity in the workplace.

  • Oversee staff performance and development.


Essential Requirements

  • Minimum 5 years of operations management experience.

  • Experience with INGOs and liaison with government agencies.

  • Strong organisational skills with attention to deadlines.

  • Experience managing budgets and procurement processes.

  • Logistics experience for events, workshops and field visits.

  • Knowledge of workplace safety and safe working environments.

  • Ability to work with senior managers and peers across countries.

  • Strong communication skills in English.

  • Commitment to gender, inclusion and diversity.

Desirable

  • Knowledge of Oxfam policies and systems.
