Organizational Background
Health Poverty Action (HPA) is a UK-based international NGO that has operated in Laos since 1994. HPA supports poor and marginalized communities through community-led health programs, system strengthening, disease control, nutrition, and maternal and child health interventions.
Position Purpose
The Finance Assistant supports financial operations including payments, reconciliations, compliance, and reporting. The role ensures timely and accurate documentation and supports internal control systems. The Finance Assistant works closely with the Senior Accountant and Finance and Grant Coordinator.
Key Responsibilities
Accounting & Financial Management

Process advance requests and clearances from both field and HQ offices

Verify expenditure documents and ensure proper authorization

Enter data into the Iplicit accounting system

Maintain accurate digital and physical filing (including SharePoint)

Process payments via Internet Banking (I-Bank) and maintain transaction logs

Reconcile bank accounts and general ledger
Compliance & Audit Support

Ensure financial activities comply with HPA and donor policies

Assist with internal/external audits and prepare necessary documents

Support asset management, payroll, tax, and HR compliance
Coordination & Communication

Liaise with staff on financial reporting and documentation

Support monitoring visits and financial reviews

Collaborate with finance and program teams to address queries
Qualifications & Requirements

Bachelor’s degree in Accounting, Finance, or related field

At least 3 years of experience in financial management (INGO experience preferred)

Strong skills in Microsoft Excel and accounting software (Iplicit is an advantage)

Good command of written and spoken English

Strong interpersonal and problem-solving skills

Familiarity with Lao financial regulations and international accounting standards
