Introduction to CTIF

The Canadian Trade and Investment Facility for Development is an eight-year, CAD 11.6Β  million demand-driven program aligned with Canada’s Feminist International Assistance Policy (FIAP) to support sustainable trade and investment-related policy reforms and economic development initiatives that promote women’s empowerment and inclusive growth and have a high potential to reduce poverty in ODA-eligible developing countries in the Asia-Pacific region. CTIF provides technical assistance based on the needs identified by potential beneficiaries and according to an assessment process jointly administered by the CTIF team and Global Affairs Canada (GAC). Technical assistance is provided by independent suppliers that specialize in the specific services being requested by the beneficiary. Cowater International (www.cowater.com) and the Institute of Public Administration of Canada (www.ipac.ca) jointly implement CTIF on behalf of the Government of Canada.

Anticipated start date:Β September 2025

Location of assignment:Β Consultant’s Home Office (remote TA), with possibility for /training/pilot implementation in hybrid activities (or remote) in Cambodia and Lao PDR

Short description of the assignment:Β This technical assistance will support the implementation of the ASEAN Guidelines on Hygiene and Safety by piloting the ASEAN Safe and Warm Stamp in Cambodia and Lao PDR. The project will adapt and localize the guidelines, train and certify a pool of assessors and trainers and conduct pilot certification assessments in selected tourism businesses across three priority sectors: accommodation, restaurants, and spa & wellness. Complementary activities include stakeholder consultations, development of practical certification tools, and integration of the guidelines into national curricula and certification systems.Β To ensure sustainability, the initiative will establish a monitoring and evaluation framework, create communication toolkits to raise awareness, and build long-term institutional capacity in both countries. By embedding the guidelines into training and assessment structures, the project will strengthen tourism service quality, boost traveller confidence, and advance ASEAN’s vision of a unified, safe, and inclusive tourism destination.
