People in Need (PIN) is a Czech non-profit, non-governmental organization that has been implementing relief and development projects in crisis regions around the globe over its twenty-year history. PIN is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide.
Position Summary
A qualified and responsible Lao National Candidate is required for Logistics Assistant and Driver for: (i) driving services for project related activities; (ii) management and monitoring of vehicle logbooks (project vehicles and motorbikes); (iii) ensuring regularly scheduled project vehicle oil change and maintenance; (iv) providing office clerk support to the Project Finance and Administrative Officers for maintaining accurate logistic and administrative reports and monitoring; and (v) providing office clerk support to the Project Finance and Administrative Officer for project administration and procurement activities as appropriate.
Duty Station: Vientiane Capital, Lao PDR with frequent travel to the field across Savannakhet, Champasak, Attapeu, Sekong, Khammuane, Saravane, Borikhamxay, Luangprabang, and Xayabouly provinces.
Salary: 382 USD to 428 USD (gross salary, based on experience and skills)
Duration: 12 months with possibility of extensions
Duties & Responsibilities
1. Driving services:
- Drive official project vehicles of the PIN Laos within Vientiane Capital and 09 target provinces, the target Project Districts.
- Responsibility for keeping his/her driving license valid, for conforming to the traffic code and for meeting requirements for driving motor vehicles driven by him/her.
- In case he/she of his/her vehicle is involved in an accident, ensure that the necessary steps confirming to rules and regulations are taken.
- Responsible for the day to day maintenance and cleanliness of the vehicle in his/her charge.
- Keep line managers informed about any irregularities or maintenance issues that occur with project vehicles and advise necessary actions.
- Keep vehicle licensing and insurance documents up to date and inform the line managers as needed.
- Keep records/logbook of the performance and cost to maintain the vehicle assigned to him/her as required.
- Assists in identifying and purchasing necessary spare parts for office vehicles; undertake minor repairs of the vehicle under the administrative custody of the company and obtains appraisals on the cost of vehicle repairs.
- Transport official passengers/visitors and facilitate immigration and customs formalities as necessary.
- Assist in logistic work processes as necessary.
- Flexibility in working hours and over the weekend.
2. Administrative Support:
- Assist with administrative duties within the PIN laos office (e.g. drafting and typing letters of routine communication, photocopying, preparing and cataloguing documents, preparing workshop documentation, etc.).
- Assist with arranging appointments, receiving visitors, placing and screening telephone calls, responding to routine requests for information and assisting in making travel arrangements for the project team.
- Typing a wide variety of materials and operates word-processing equipment.
- Maintaining office records and reference files on various subjects.
- Providing logistical support to mission and international consultants to the project.
- Assists with management of project vehicles logbooks with proper records.
3. Logistics Support:
- Assist with stock counts and cycle counts at least twice a year.
- Assist in preparing inventory discrepancies or damages reports.
- Ensure proper labeling and storage of goods and all project equipment.
- Maintain clean, organized storage areas.
- Maintain accurate logistics records and files.
- Ensure compliance with PIN’s procedures and safety standards.
- Assist with customs documentation if any goods required to import from overseas.
4. Procurement support:
- Assist in obtaining quotations and market survey for any required goods and services procurement.
- Support daily office stationery and supplies procurement.
- Assist in preparing and processing purchase requests.
- Track order status and follow up on deliveries.
- Support on ensuring accurate pricing, quantities, and specifications.
5. Accountability and Safeguarding:
- Carry out duties in accordance with PIN’s Code of Conduct and Key Policies, including Safeguarding and Prevention of Sexual Exploitation, Abuse and Harassment (SEAH).
- Participate in mandatory training and awareness-raising activities related to the Code of Conduct, Safeguarding, SEAH, and other relevant organizational policies.
- Contribute to creating and maintaining a safe, respectful, inclusive and protective environment for staff, partners, beneficiaries and community members.
- Support his/her line manager in the implementation of Safeguarding measures.
- Ensure the strict application of the Safe recruitment guide.
- Ensure that safeguarding requirements are integrated into procurement and contracting processes.
- Promptly report any safeguarding concerns, breaches of the Code of Conduct, or suspected SEAH incidents through established reporting mechanisms.
Qualifications Required
- Knowledge of driving rules and regulations within Lao PDR.
- Minimum of 02 years’ driving experience with safe driving record.
- Familiarity with computers, including skills in typing, the usage of spreadsheets (Microsoft Excel), word-processing (Microsoft Word).
- Basic elementary knowledge of motor machines.
- Literacy in English is an asset.
- Fluency in Lao Language with reasonable written and oral communication skills.
- General admin, logistics and procurement support experience is an asset.
