Position: Program Manager – Health Sector Planning & Financing

Role Overview
Clinton Health Access Initiative (CHAI) is seeking an execution-focused Program Manager to support the Government of Lao PDR in strengthening health sector planning, financing, and digital health systems. The position works closely with the Ministry of Health and key partners to improve resource allocation, data-driven decision-making, and integrated planning at both national and subnational levels.
Key Responsibilities
Lead health financing analysis, resource mapping, and expenditure tracking to identify funding gaps and inefficiencies.
Support integrated planning and budgeting processes with the Ministry of Health, Ministry of Finance, and development partners.
Strengthen digital health and financial information systems, including HSAS, DHIS2, and eLMIS, to support evidence-based decision-making.
Supervise program staff and coordinate implementation with government counterparts and partners.
Represent CHAI in technical discussions, working groups, and policy dialogue related to health financing and planning.
Qualifications
Minimum 6 years of relevant experience in health financing, health systems strengthening, health economics, consulting, or digital health.
Strong analytical, project management, and stakeholder coordination skills.
Experience working with government institutions and development partners.
Excellent written and verbal communication skills in English; Lao language proficiency is a strong asset.
