| Assignment |
- Phased Strategic Foundation (Concept & Prototype): Establish a clear technical architecture and hosting plan before development begins. Validate the user interface and functionality through a dedicated “Prototype Phase” to ensure alignment with the LAD Board’s vision and content requirements before full-scale coding.
- Automated Administrative Efficiency (Development): Develop a secure and comprehensive Back Office Management System (BOMS) to efficiently manage content, user data, and membership activities while automating financial reporting and membership tracking.
- Member Engagement & Self-Service (Development): Implement a full-cycle, end-to-end. Membership Management System (MMS) that allows members to register, and local QR-based payments. The system will provide tiered resource access specifically tailored for Public Users and Membership Users.
- Specialized Access & Security (Introduction): Design and implement a robust, scalable, and secure database architecture that provides different levels of access. This ensures that specific groups, such as the Board of Directors and Technical Groups, can access proprietary documents and internal communications hidden from the general public.
- Long-term Sustainability & Ownership (Support): Ensure that LAD retains complete intellectual property and physical ownership of both the source code and the database structure. Obtain a guarantee for remote technical assistance and system upkeep for at least five (5) years after the launch to enable future updates and system expansions.

| Qualifications |
- Bachelor’s degree or higher in Computer Science, Information Technology, Software Engineering, Web Development, or a related field.
- Minimum 5 years of experience in website development and system integration.
- Proven experience in developing dynamic, database-driven websites.
- Experience in Content Management Systems (CMS) and membership
- Experience working with associations, NGOs, or institutional websites is an advantage.
- Proficiency in frontend development (HTML, CSS, JavaScript frameworks such as Vue.js or React).
- Experience in backend development (Python/Django, Node.js, or similar frameworks).
- Knowledge of database management systems (PostgreSQL, MongoDB, or equivalent).
- Experience with responsive web design, website security, and system
- Ability to develop bilingual websites (Lao–English).
- At least two examples of similar projects involving database-driven websites or membership platforms.
- Provide links or references to completed projects.
- Ability to collaborate with the LAD team during development and testing.
- Ability to provide technical documentation, training, and system support after deployment.
