| JSI Research & Training Institute, Inc. (JSI) is implementing the five-year LMCHN program under Cooperative Agreement No. 72043921CA00001, running from September 13, 2021, to September 12, 2026. LMCHN supports the Ministry of Health (MOH) in delivering and strengthening life-saving reproductive, maternal, newborn, child, and adolescent health and nutrition (RMNCAHN) services for the most vulnerable, aiming to foster a healthier and more productive population. The program operates in 24 districts across five provinces in the Lao PDR (Phongsaly and Oudomxay in the North and Savannakhet, Sekong, and Salavan in the South).
Clinical Supportive Supervision (CSS) is a structured and participatory approach designed to improve the quality of care delivered by frontline healthcare providers (HCPs). It involves regular supervisory visits complemented by interactive feedback sessions conducted by experienced supervisors, with the aim of guiding and supporting HCPs to deliver evidence-based, patient-centered care. The primary objective of CSS is to strengthen provider performance, ensure adherence to clinical guidelines, and enhance overall service delivery, ultimately contributing to improved patient outcomes.
CSS activities are currently implemented in 40 health centers and are planned to expand to 54 health centers across five target provinces in 2026. These supervisory visits utilize two key tools: (1) the Direct Observation Checklist (DOC), which assesses healthcare providers’ application of clinical competencies and respectful care practices in real-time service delivery; and (2) Clinical Vignettes (CV), which capture providers’ clinical decision-making processes in scenarios where direct observation is not feasible.
During each CSS visit, supervisors complete either the DOC or CV tools. The collected data are subsequently entered into Kobo Toolbox by Provincial Monitoring and Evaluation Officers for analysis and reporting. Between April and June 2026, a number of CSS visits will be conducted to assess key service delivery areas (to be specified), with approximately 884 ANC-related DOC/CV forms expected to be completed.
While CSS generates the data, they do not perform the data entry. Because RMEL’s April – June 2026 schedule was already fully committed to other priorities, there is no remaining bandwidth to absorb this additional manual entry. This unallocated workload will result in delays that impact timely decision-making
To mitigate this challenge, JSI proposes to recruit a Data Clerk to support data entry into Kobo Toolbox for a total of 20 working days to complete CSS data entry across the five provinces. The Data Clerk will also coordinate with Provincial Maternal Health Officers to verify data completeness and quality prior to submission and entry. The Data Clerk will also liaise with the Senior RMEL Officer on any data entry questions. The ideal candidate should have demonstrated experience in quantitative data management, strong computer proficiency, and familiarity with Kobo Toolbox.
