World Vision International is a child-focused international NGO that has operated in Lao PDR since 1968. Their programs center on health and nutrition, education, livelihoods, water and sanitation, and climate change adaptation, especially in underserved rural and ethnic communities.


Project Overview

The Building Resilience and Reducing Rural Poverty Project (BRRRP) is a collaboration between the Government of Lao PDR and ADB. The project targets food insecurity, rural poverty, and vulnerability to climate change, focusing especially on women-led households. One major output is a gender-responsive, climate-resilient poverty graduation program benefiting 4500 rural women in four provinces.


Role Summary

The Deputy Team Leader will act as both second-in-command and technical lead for poverty graduation. The role involves coordinating all project consultants, ensuring timely delivery of outputs, and leading the technical and operational aspects of the program.


Key Responsibilities

  • Organize and supervise the technical support team

  • Coordinate and consolidate all team outputs and reports

  • Serve as the primary poverty graduation expert for DRD and the project team

  • Oversee development of manuals, plans, training materials, and monitoring tools

  • Lead training and mentoring activities for implementing staff

  • Troubleshoot implementation issues and ensure timely delivery of deliverables


Required Qualifications

  • Minimum 10 years’ experience in community development or poverty reduction

  • At least 7 years in team or project management roles

  • Extensive experience with economic inclusion, cash plus, or poverty graduation programs, ideally targeting women and climate resilience

  • Advanced degree in community development, sociology, public policy, or related fields

  • Experience in Laos is highly desirable

  • Proven leadership and communication skills, with strong decision-making ability

  • Strong written and spoken communication in Laotian preferred
