Organization Overview
World Vision International has worked in Lao PDR since 1968, focusing on child welfare and community development, especially among vulnerable and ethnic minority groups. They implement programs in health, education, climate adaptation, livelihoods, water, and sanitation.
Project Background
The Building Resilience and Reducing Rural Poverty Project (BRRRP), supported by the Government of Lao PDR and Asian Development Bank, targets food insecurity, rural poverty, and climate vulnerabilities. It prioritizes women’s socioeconomic resilience through adaptive social protection and poverty graduation programs.
Role Purpose
The M&E Specialist will support the design, development, and rollout of a digital monitoring system for the gender-responsive and climate-resilient poverty graduation pilot program targeting rural women across four provinces.
Key Responsibilities

Design monitoring surveys for effective data collection

Coordinate with National M&E Specialist on online monitoring tools and data analytics

Train pilot implementation teams on survey design, monitoring, and evaluation using digital systems

Analyze monthly monitoring data to assess progress and challenges of pilot participants

Develop learning and best practice reports for wide dissemination within the poverty graduation community
Preferred Qualifications
-
Minimum 10 years’ experience designing and implementing Computer Assisted Personal Surveys (CAPI)

At least 7 years’ experience in monitoring and evaluation roles

Experience in women’s empowerment, livelihoods, and poverty reduction projects

Experience working in Lao PDR required

Advanced degree or training in M&E or related fields
