Position Overview
UNDP Lao PDR is seeking an experienced Technical Specialist to support the implementation of the LEAP Programme (Lao PDR Efficiency and Accessibility to Public Services). The programme aims to enhance the efficiency, inclusivity, and accessibility of public services, particularly through digital transformation and strengthened local governance.
This position will be based in the UNDP Country Office in Vientiane.
Key Responsibilities
Technical and Policy Support

Provide expert technical advice and policy support in governance, digital transformation, and gender equality

Lead dialogues and partnerships with stakeholders, contributing to national policy development

Serve as Gender Focal Point for the Country Office and oversee implementation of the Gender Equality Action Plan

Support digital innovation within UNDP’s governance portfolio
Project Implementation and Coordination

Oversee effective implementation of project activities in line with approved work plans and budgets

Supervise consultants and provide technical leadership to the project team

Monitor project risks and provide timely recommendations and reports

Ensure quality control of technical deliverables and project outputs
Partnerships and Resource Mobilization

Develop and maintain strategic partnerships with government, civil society, donors, and other UN agencies

Represent UNDP in relevant forums and support resource mobilization efforts

Identify funding opportunities and contribute to donor engagement strategies
Knowledge Management and Capacity Building

Organize training sessions and technical support for project personnel

Document lessons learned, case studies, and best practices
-
Contribute to knowledge networks and communities of practice related to governance and public service reform
Required Qualifications
Education
-
Master’s degree in Development Studies, Public Administration, or a related field with at least 5 years of experience

Bachelor’s degree with 7 years of relevant experience will be considered
Experience
-
Proven track record in technical advisory roles within public administration, governance, or digitalization
-
Experience in gender equality programming and policy advocacy
-
Strong understanding of donor-funded project implementation, M&E, and risk management
-
Experience working in an international development context, preferably with the UN
Skills

Excellent communication, coordination, and leadership skills

Proficient in MS Office, web-based tools, and data management systems

Strong partnership development and stakeholder engagement skills
Languages

Fluency in English is required

Knowledge of another UN language is desirable
