Background

As part of its transition to the next programming cycle (2027–2031), UNDP is strengthening programme quality and knowledge management systems.
The Programme Support Unit (PSU) plays a key role in ensuring quality assurance, risk management, data monitoring, and institutional learning. The Programme Support Associate will be instrumental in supporting these functions under the supervision of the Head of PSU.
Key Responsibilities
Programme and Financial Administration

Support setup and management of project budgets in UNDP systems (Quantum)
-
Process budget revisions, track unutilized funds, and handle invoice payments
-
Assist in financial reporting and reconciliation tasks
-
Generate financial and performance reports to support decision-making
-
Monitor and correct issues related to vouchers, budget checks, and requisitions
-
Coordinate procurement and recruitment actions with the operations team
Data and Monitoring Support

Assist in data cleaning and maintain high-quality project information
-
Monitor dashboards and key performance indicators across programme teams
-
Support programme quality assurance, risk tracking, and transparency metrics
Planning, Reporting, and Evaluation

Assist with audits, spot checks, and partner assessments
-
Prepare and organize evaluation materials and stakeholder meetings
-
Upload management responses and evaluation data into platforms (e.g. ERC, Quantum+)
-
Support the preparation and submission of annual reports and work plans
-
Maintain databases and support donor cost-sharing agreement entries
Logistics and Knowledge Sharing

Organize trainings, meetings, and knowledge-sharing events
-
Handle logistics including venue, vendors, payments, and documentation

Draft letters, memos, and reports in both English and Lao
Required Qualifications
Education
-
Secondary Education required
-
A Bachelor’s Degree in Finance, Accounting, Business, Development, or related fields is an advantage
Experience
-
Minimum 7 years (with Secondary Education) or 4 years (with Bachelor’s) in project or financial administration
-
Experience using MS Office (especially Excel), database tools, and web-based systems
-
Strong coordination skills with cross-functional teams
-
Background in event logistics, documentation, and recordkeeping is a plus
Languages

Fluency in both English and Lao (oral and written) is required
